Completely true for 0.18, but AIUI, with the changes to LiveTV, 0.19 will allow as many frontends as you have resources to support to watch the same LiveTV channel even with only one tuner card (because LiveTV is just another recording). They get told all tuners are busy, and they can watch something previously recorded.
