  announced - etc. - but -NOT- known by the net admins, staff
  or even the PHBs

 the second catagory might be extended to everyone using handhelds w/ new
 OS's, radios, stack behaviours (mobile, ad-hoc networks anyone) that are 
 completely unexpected by the planned network/crew.
