Yes.  Enlightenment has it too...its under the KDE Options IIRC 
somewhere...  I think i found it by rightclicking the desktop.

Um, that's screen flipping mate.

You can turn it on/off in the KDE Control Center under LOOK'N'FEEL =
WINDOW BEHAVIOUR = ADVANCED = ACTIVE DESKTOP BORDERS.
