hit ctrl-ESC, and hit your down-arrow once, then hit Enter.
that should do it, 

you could make shortcut for this with the WMPref tool or WMakerConf

I don't think that you can.  The best you can do is maximize the app,
then go into it's settings to see if you can save them.  Then the app
might always remember that it was maximized.
