The "Compatibility Pack" allows OLDER versions of Office, like Office 2000 and 
Office XP and your Office 2003, which don't "understand" the newer XML formats 
of .docX, .xlsX, etcX., to open the XML-formatted documents from Office 2007 
and newer.  If your wife is using Office 2003, the default "Save" format is the 
older .doc so this isn't the problem.  Sounds like a bogus complaint to me.

What do you mean by "filled in"?  Can you post a sample document somewhere with 
a more detailed explanation?

Use your favorite word-processor, then "Print" the file to a PDF using one of 
the many free PDF-printers like PDFCreator, CutePDF, etc.

To convert the PDF in a word-processing document, open it, "Select All", Copy, 
then open a new document in your WP and "Paste" everything.  *_Most_* of the 
formatting, except maybe some fancy stuff, should come through.

I just saw an article for a free service online that lets one fill PDF
forms.

Can't recall where I saw it :(

as for the older version of office? It is us that use pro 2003 suit.

If they are using Office 2010 (not sure about 2007) then they may have to right 
click on the file and select properties, In the General tab at the very bottom 
(shows up under Attributes if it's available) it may have a Security section.

Security:  This file came from another computer and might be 
blocked to help protect this computer.

Click the Unblock button.

If they have an older version of Office your wife could do a "save as" and 
select an older version of office or they might need to install a compatibility 
pack.

Typically a newer version of Word will open a document created with an older 
version.  The other side of the coin is that if they create or convert a 
document to a newer version then you will have to install the compatibility 
pack.

I have no suggestion for the PDF file editing
