I have seen a colleague setup a windows media server to distribute student
produced videos.  Might be a good place to look into.

Well, I know there are a bunch of apps out there to convert video between
formats. Whenever I want to convert between formats though, I almost always
use zamzar.com, which emails me a unique link when the file is ready to
download.

I did this a couple years ago for a client with training needs.
I wound up installing dotNetNuke and using a commercial addon for it that
implemented a media library.  Worked great.

Converting to the single format on the fly I think will be the iffy
part.

 

Otherwise Windows Media Services can do this seamlessly for WMV stuff.
You can use the new IIS smooth streaming stuff as well, but not for
other formats.(both services support authentication)

 

You could simply store the files on a web server and use a multi-format
capable player (or even let the users default installed player do it).

I saw a demo on Rhozet last week at NAB...fantastic transcoder...
I bet that you could use Sharepoint to do something like thisyou might
need some programming to make it a video server though...

Oh - the dotNetNuke app I used did the conversion on the fly when uploading,
just like YouTube.
There was also a utility to do batches on the back end.
