That's a -very- common problem, especially with Toshiba notebooks
(however they use a point 'stick' type device). When the machine boots,
it is -supposed- to run a sort of calibration app that fixes that sort
of thing. Check with Dell for a patch of some sort.

Had the same issue on a Dell C600.  Disabled the touch pad and all was well.
In the future, please give more details, make and model of Laptop, OS, etc.
