Mike, If I understand what you're asking my 52 3100 has a fender brace from the rear fender opening which connects to the underside of the frame rail about 3 in front of the rear spring hanger bracket. I will admit that my fenders are currently off for repair. However the 3/8 hole I am referring to shows marking of something being bolted to it. I hope this helps.
