The Shining Light Productions CertGen Project sounds similar to what you want to do and has four levels of security for CA signing. Unfortunately, the source code is not available but will give you an idea of how your OpenSSL-based solution might operate by delivering secured, signed certificates across HTTPS in an encrypted ZIP file. If you would like to use the solution yourself for your own CA, I'm sure that we can work out a deal off-list. Hope this helps! Thomas J.
