Peoplesoft (sqr)

I'm trying to understand what is going on with our sqr install when
migrating Oracle from 7.3.4 to 8.1.6 (on Sun 2.6). After changing the Oracle
version we tried relinking the sqr executable in order to change the Oracle
version (sqrmake prompts for version information). The relink failed because
we don't have a c compiler on the server. What I don't understand is why the
initial install doesn't ask for a c compiler but the relink does? Any ideas?

SQR 
needs to be recompiled on your server using a 'C' complier that shipped with 
your UNIX OS.  You only need todo this if you are running an older 
version of SQR. 
Which 
version of  SQR you are running?

Thanks. I actually found out you don't need the C compiler license, just
install the package. SQR apparantly needs just some library files, ld, and
the proper path. I still don't understand why no error shows up on install,
just relink though. (unless the error is there, it's just the display that
is different).
