Based on Oracle definition of Named Users below I would have to say in your
scenario that 7 Named Users are required.  I would think the Oracle
auto-generated Users are somewhat of a gray area. Perhaps others can
clarify.

I think that you got the concept wrong.
Named users are NOT the userids define in the database.
Named users are flesh and blood people that are using applications that
access the database.

So, if you have an application that use userid  GATESB to access the
database
and you have Bill, Jones and Smith using this application you have 3 named
users.

A named user is defined as follows:

addition to all individuals authorized to use the programs, if such devices

Seán,
 I don't believe that is the situation. We have named users license
for the development server where there are 3 developers and 2 testers,
But the dba_users lists all 250 users that are on the production system.
Each user can have a different role or table access allowed and must be
tested properly.
 It comes down to a matter of integrity and honesty when dealing with
the licenses. 
10  Named users allows  up to  10  people to use the product legally.
