1. Job Description* *

The Business Change  Communications Manager is responsible for identifying
and managing  people-related change management and Program-level
communications with internal and external stakeholders for the POSNext
Program.

Change and communications are managed as a result of changes in the business
strategy, systems, business processes, and organization.   Business Change 
Communication Managers will work with leaders to identify fundamental
behaviour and organisation blockers and identify approaches to overcome the
barriers.  They will also identify appropriate communication methods to be
utilized with a diverse group of internal and external stakeholders, and
will be keenly involved in establishing effective and targeted
communications.

This work will involve the following:

1.   Develops and executes the Change and Communication Plans by
appropriately using and applying Shell’s Change  Communication
methodology.

2.   Analyzes business processes; identifies alternative solutions,
assesses feasibility and recommends new approaches.  Establishes
requirements for the implementation of changes in the business process.

3.   Creates business readiness plan, taking into consideration IT
deployment, data migration, capability deployment (training and engagement
activities) and any business activities required to integrate new processes
or jobs into the ‘business as usual’ environment.

4.   Provides well-informed advice and communications, ensuring they are
properly understood and appropriately exploited, to enhance the
effectiveness of significant activities.

5.   Defines the series and sequence of activities to bring stakeholders
to the required level of commitment, prior to go-live.

6.   Conducts business impact assessment to identify how the changes
from the ‘as-is’ processes, systems and structures to the ‘to-be’ processes,
systems and structures impact specific organisations and roles. Outlines how
the organisational structure, jobs, teams and roles need to change to enable
the future business processes. Aligns existing jobs/organisational
structures to new processes.

7.   Understands and applies the tools, techniques and theory behind
leading teams and individuals through intervention.  Assesses the need for
and applies interventions to address participant requirements or blocks.

8.   Assesses risks inherent in proposed changes, to ensure any
potential scheduling and performance issues have minimum impact on provision
of other services.

*Engagement Description: *Background The Minnesota Pollution Control Agency
(MPCA) has authorized a project to integrate many existing databases that
currently store watershed data in order to better support of the goals of
the Clean Water Legacy Act. The MPCA needs a business analyst for this
project and does not currently have one available. Time and budgetary
factors prevent us fr0m waiting for an available staff person. We need to
begin the project as soon as possible so that measurable progress is made
prior to providing the Legislature a project status update in November 2010.
We expect this project component to begin in May 2010 and end in December
2010. The MPCA Watershed Program responsibilities include performing water
quality assessment activities for lakes and rivers, listing impaired waters
and conducting watershed protection and restoration/TMDL (Total Maximum
Daily Load) Study and Implementation projects in Minnesota. The Agency also
coordinates closely with other state and local agencies on protection and
restoration activities. The Minnesota Legislature provided funding to
implement the Clean Water Legacy Act. The funding was provided to expand the
state s water quality monitoring, develop additional TMDL studies, install
practices to restore and protect watersheds and to monitor the effectiveness
of the practices in meeting the goals of the TMDL or watershed plan. The
data related to these activities must be tracked in such a way that we are
able to make good scientific decisions and provide status reports and
updates. Current Problem and Solution Currently the watershed data is housed
in more than 10 identified systems, including MS Access databases and Excel
spreadsheets. It is difficult for stakeholders to manage and retrieve the
data required to support the business needs. Following formal analysis
activities, it is clear that a broad data management solution is needed to
ensure that all water quality programs have access to the necessary data. As
a result, MPCA is investing time and resources in the Watershed Data
Integration Project that will result in a solution that will link existing
systems and provide staff and stakeholders with a central location for
reporting, analysis and data management of the watershed data. Expected
outcomes of this project include: Easy access to data and information
Reporting of activities, investments and results Transparency of measures
and outcomes of Clean Water Legacy funds In 2008-2009, the MPCA worked with
a contractor to elicit both business and functional requirements for this
large project. This resulted in a Development Plan that identified multiple
sub-projects. The Business Analyst for this engagement will be expected to
work on the first few sub-projects of the larger project along with the MPCA
project team and a contractor Project Manager.

 *Additional Skill Requirements: *The person we need for this project must
have excellent skills at traditional business analyst activities. Since a
preponderance of data for this project is based on location, we require a
business analyst with experience in geospatial data analysis and Geographic
Information Systems (GIS). Due to the data integration focus of these
projects, this person must have extensive background in data management,
including database modeling and design. This person must be able to operate
independently within the project team after an initial orientation period
and must be flexible enough to fit into the MPCA environment.

Services (AMES) group within the Technology and Operations Division provides
technology services to Asset Management, Human Resources, Legal, Compliance
and the Finance and Actuarial Divisions. Within AMES-IT resides the
Application Architecture, Development and Integration (AADI) group. AADI
provides a number of technology services: Centers of Excellence (COE) for
reporting, ETL, BPM, SOA and Data Movement development; Application
architecture and design, development governance, internal component support
and development, release management and liaison to Core IT group regarding
new technologies and support of existing ones.

We are seeking candidates to fill an Oracle Business Intelligence (OBI)
Administrator position that will specialize in administration of the AMES
Oracle Business Intelligence Enterprise Edition (OBIEE) environments. The
successful candidate should have the combination of education and experience
that provides the basis for delivering the necessary job functions, skills,
and knowledge as described in this job description
Tasks and Responsibilities:• Provide full life-cycle support to the
AMES Oracle Business Intelligence Enterprise Edition + (OBIEE) environments.
• Ensure the overall health and performance of OBIEE to include performance
tuning, environment reliability and availability, and system recoverability.
Diagnoses and resolves application bottlenecks and performance issues.
• Install, configure, and administer the OBIEE platform for maximum
utilization and throughput.
• Establish and govern a Multi User Development (MUD) environment to include
developing and documenting best practices.
• Establish and maintain an interface with Active Directory for
authentication. Define and govern the entitlements and authentication
strategy.
• Troubleshoot BI Tools and tune performance.
• Serve as a subject matter expert for OBIEE+, demonstrating expertise in
Oracle BI Server, Oracle BI Answers, Oracle BI Interactive Dashboard, Oracle
BI Publisher, and OBIEE Performance tuning of the BI applications.
• Work collaboratively with technical staff, and business experts to develop
solutions to business requirements and client problems.
• Mentor other team members on new and existing technologies and help guide
the Business Intelligence development process.
Required education/experience:• A minimum of 5 years experience
providing Business Intelligence administration/development in a Fortune 500
company.
• 3+ years of Oracle OBIEE systems administration experience.
• Minimum of 2+ years of experience installing, troubleshooting, and
maintaining OBIEE on a Red Hat Linux platform.
• 2+ years of experience with Web Server and Application Server
administration (preferably WebLogic).
• Strong experience with BI Architecture, Dimensional Modeling and Data
Warehousing.
• Experience in Database (Oracle) and UNIX administration is a BIG plus.
• Experience with SOA Architectures is a BIG plus
• B.S. in Computer Science, MIS or Electrical Engineering or a related
quantitative discipline.
• Graduate degree in Business, Computer Science or a related quantitative
discipline is a BIG plus.
• Personal skills: Possess a strong work ethic, self-starter, creative, a
focus on customer service, possess a high level of energy, enthusiasm, have
strong oral and written communication and people skills, team player, strong
organizational skills, and the ability to multi-task, commitment and
appreciate the application of technology in support of our business.
