IMHO if we are debating on govt policies, be they written or unwritten,
it is still ok, because we are not creating falsehood nor lies, based
on unfounded facts nor conjecture that implicate individuals who are
merely govt servants following such policies.

Now for govt servants, what about that? Once i met a senior govt
official (name and org withheld to protect from GO, OSA, ISA, and other
susahAs) who provided me inside info and urged me to raise an issue
(sorry Rafe but i guess you are popular) MDec which he failed within
his own division. I was curious, but he reiterated that as an NGO or
NGI (indiividual rakyat) we have every right to raise concern, but they
as govt servants cannot do so. And he cautioned that we have to raise
it 'officially' meaning thru proper channels such as this OSDCY.my and
not thru surat layang, hate mail or anonymous blogs.

Still, we have to be fair, as even MDec falls under govt policy and
they have an agenda like any other to priotise towards a big national
level which has lots of outside forces at play. For us, we have to
continue articulating as a pressure group. And of course allow govt
agencies to play their roles as defined by the political masters that
the democracy has voted them into power.

But if we do not highlight issues, then the ruling govt can blame us
for keeping silent and thus not withing their grasp to formulate the
policies that we want.

That is why i support OSDC.my as a whole but that does not mean i do
not speak out what i feel to be of priority. I try to speak using nice
words, but sometimes my keyboard get stuck at the F key. :)

why this paranoia?

Surely anything available thru the normal media channels cannot be
considered a secret? Part of the being 'open' is the sharing of
information, no?
 And why should content related to 'open' tenders by secrets? As a
thought experiment, suppose prices & specs for such tenders are also
made 'open', then the bidding process would be much more competitive
resulting in a better deal for the tenderer. Of course the decision
making  process should also be transparent! That'll be the day...

Having said that, any 'secrets' regarding the OpenHIS tender/project,
and is our community mobilising to do something about this? Or is all
this a secret?

which from what I is a open tend as in OPEN.

I think it is not a very secret, unless it is confidential (macam sama saja).

But, I think, to make anything in the government to be transparent, we have to 
be transparent to discuss, because at the end of the day, everything the 
government decide to do, is equivalent with what rakyat needs.

i hope there's no such thing that is considered a secret because it could
lead to a life sentence, so i had been told and AFAIK, only if you're a
government's employee and if a vendor, you had signed the form that says you
would not leak said informations.

channel (eg a govt website) then we should be ok.

if you look at the posts, the author will always try to provide a link to
the official source.
