Since his arrest on 6 November, he has been held and questioned at a detention centre in Alexandria, 200 kilometres north of Cairo. This arrest took place on very day we announced that Egypt was being added to the list of 13 'Enemies of the Internet' the worldwide press freedom organisation said. It shows just how much the country deserves its place on this black list. Hosni Mubarak, who has been in power since 1981, takes a very authoritarian stance in relation to the Internet. The arrest of Kareem Amer is a serious press freedom violation, Reporters Without Borders added. Last week, the 22-year old blogger condemned the government's religious and authoritarian excesses. He was expelled this year from the Islamic University of al-Azhar for the same reasons. He criticised his professors, saying that their authority would be ended and the Egyptian government would finish in the dustbin of history. University administrators then laid a complaint against the cyber-dissident, who is accused of spreading rumours endangering public security and defamation of President Mubarak. This came in a speech by Kuwaiti diplomat Salah Hamdan Al-Seif before the UN General Assembly's Social Committee, which was discussing the item on extermination on racism and racial discrimination. He said that he is following up with regret the move by some governments to link Islam with terrorism. By this action these governments ignore 1,400 years of creative legislation and human accomplishments and focus on terrorist acts fomented by a limited group rejected by the Islamic and Arab societies in general. He said that he agrees with Doudou Diene, the special rapporteur on contemporary forms of racism, who said that hatred of Islam is an ideological-political issue more than being religious. He noted with concern that by some states are downplaying the issue of racism because some extreme right parties in these states adopt racism and have hatred for foreigners. He also, agreed with the special rapporteur who said that unlimited defence on the freedom of expression does not agree with the international norms that require balancing the freedom of expression and freedom of piety. Concluding he condemned the use of freedom of expression for lashing out at all the other Islamic values and beliefs. Meanwhile, Kuwait underlined on Tuesday prime support for the world peacekeeping missions, including the UN Iraq-Kuwait Observation Mission (Unikom) that ended its tasks with success in 2003. This came in a speech delivered by Kuwaiti diplomat Fatima Fahd Al-Ibrahim before the UN General Assembly's Legal committee, which was discussing the whole peacekeeping process. She noted that Kuwait extends assistance to the peacekeeping missions in various fields to realize their objectives in establishing world peace and security. She reminded of hosting the Unikom until 2003 and thanked the UN missions management that works on maintaining world peace and security. She welcomed in principle the penal accountability draft agreement applicable to the UN staff and experts, noting that her country will make remarks on these items. The UN has already released reports on moral violation by UN staff all over the world. Islam is enjoying all sorts of freedom under the communist regime. China is also promoting Arabic language through various universities, he said. Across China, there are over 30 million Muslims. The North-Western part of China has the maximum number of Muslim population. With over 14 million Muslims, Xing Yang province has the distinction of being home to the largest Muslim community in China. There are several private schools teaching Islamic doctrines and Arabic language across the North-Western provinces, Rozy said. Ningxia, Gansun and Qinghai are the provinces where the large Muslim community has its larger presence. In Ningxia 3000 students are undergoing training to become Imams. Another 5,000 are studying Arabic or Islamic doctrines. China has no State religion. It has 56 minority communities, 66 different languages and many religions. There is virtually no restriction on the freedom of belief in China. Citizens are free to choose their religion. People are also free to embrace the religion of their choice, Rozy said. As a Muslim, Rozy is grateful to his country. For, the government has relaxed its family planning programme for the Muslim community. While, China has directed the families of majority community not to have more than one child, the government has permitted Muslim couple to have two children. Economic reforms in China have also led to increased trade with Middle East sparking an enormous demand for interpreters and translators. Margaret Beckett will say mainstream Muslims in the UK have a special ability to counter extremist propaganda. She will urge them to act as ambassadors for Britain when visiting countries with large Muslim populations. Mrs Beckett is to acknowledge the situation in Iraq is dangerous and volatile, with a very real risk of even greater instability and bloodshed than we have already seen. But she will reject claims that Iraq, Afghanistan and the Middle East are symptoms of a wider struggle between Islam and the West. She is expected to say: It's all too easy to buy into the terrorist rhetoric of a great clash of civilisations and of a moment of crisis. They have no right to speak for the great and noble faith of Islam. This is a not a battle between civilisations but a stand-off between the whole of society on the one hand and a fairly small and particularly nasty bunch of murderers and criminals on the other. Mrs Beckett will add: I want to ... put out a challenge to all those who reject violence to stand up and be counted. The girls' severed heads were dumped in plastic bags in their village in Indonesia's strife-torn Central Sulawesi province, along with a handwritten note threatening more such attacks. The note read: Wanted: 100 more Christian heads, teenaged or adult, male or female; blood shall be answered with blood, soul with soul, head with head. Javanese trader Hasanuddin appeared in Jakarta Central Court yesterday charged with planning and directing the murders in October last year. He faces a death sentence if found guilty under anti-terrorism legislation. Hasanuddin allegedly returned from a visit to members of Philippines Islamist group the Moro Islamic Liberation Front with tales of how that organisation regularly staged bombings to coincide with Lebaran, the festival that ends the Muslim holy month of Ramadan. He later spoke with a preacher in Poso, Central Sulawesi, about whether such a plan could work in Indonesia, but expressed doubt about whether it was appropriate. However, after further discussion with friends, he decided that beheading Christians could qualify as an act of Muslim charity. Conscripting several accomplices at a local pesantren, or Islamic school, he directed one of them, Lilik Purnomo, to seek out the head of a Christian, prosecutors alleged. It would be a great Lebaran trophy if we got a Christian. Go search for the best place for us to find one, Hasanuddin allegedly ordered his companion. Lilik returned to say he had found an excellent target - a group of schoolgirls who travelled to and from class by foot in the Central Sulawesi village of Gebong Rejo. The village is in the district of Poso, where hundreds of people have died in sectarian violence in recent years. Many observers worry that Central Sulawesi has become the latest battleground in a deadly jihad. Three Christian men were executed there last month for their role in a massacre of Muslims in 2000 and there have been a series of deadly attacks in the province in recent months. Prosecutors yesterday detailed how Hasanuddin, Lilik and co-accused Irwanto Irano planned the schoolgirl beheadings with six other men. They prepared six machetes and black plastic bags for carrying off the severed heads and spent several days surveying the area where the students regularly passed by. The operation was called off on one occasion, when a woman spotted the attackers hiding by the roadside, waiting for their victims. On the night before the attack, Lilik told Hasanuddin: I hope you are ready to receive your Lebaran gift. The attack was launched the following morning, but only four of the six targeted girls appeared. Lilik, directing the attack from a nearby hill, told his accomplices to act quickly so that the remaining two girls could still be killed should they appear behind their friends. The attackers cleanly beheaded three of the students but a fourth, Noviana Malewa, escaped after a struggle and ran away screaming. Her attackers gave chase but were unable to catch her. The bodies, dressed in school uniform, were left by the roadside near the execution site, but the heads were carried in a backpack to Hasanuddin.The trial of his two co-accomplices was adjourned until Wednesday, when Hasanuddin will also reappear. The announcement was made on Wednesday through the creation of an ad hoc site where hackers can download programmes to start the internet attack. The leadership of the electronic Jihad has decided to undertake a grand attack against the official Vatican site following the insults by the Pope against our Prophet, read a statement. With Allah's blessing, the attack will succeed thanks to the help of our brothers if we all attack simultaneously. We ask all our brothers to be present at the hour of the attack for a joint action, because they (Catholics) have struck our religion. They must be fought and deserve to be attacked and not only on their internet site, the statement continued. The programme foresees a series of incursions to be launched not only on Thursday 9 November but also on the 11th and 15th of the month. Even though an internet site has been created specifically to help hackers breach the Vatican's cyber defences, the appeal appears to have garnered little support in the forums that publish the statements of the al-Qaeda terror network, and only two of these sites have themselves posted the appeal. On 11 October several internet sites which act as the mouthpieces of Islamic terrorism launched an appeal for hackers to attack the Holy See's site. The appeal allegedly attracted dozens of hackers. The appeal followed worldwide protests in the Muslim world over a speech in September in which Pope Benedict XVI quoted a Christian emperor linking Islam to violence. The address sparked protests, the recalling of ambassadors from Muslim countries and terror threats against Rome and the Vatican. The pontiff has expressed regret that his words were misunderstood saying that the 14th century Christian emperor Manuel II Palaiologus did not express his own views. The perpetrators of this dastardly deed? The vast right-wing conspiracy of course. Per the Times story, conservatives in the House and Senate, along with the president, pressured the director of national intelligence to release the unclassified documents captured by U.S. forces during Operation Iraqi Freedom in an attempt to--paraphrasing the Times and assorted skeptics--find WMD needles in a massive paper haystack. As the intelligence community was overwhelmed with the scale of the effort required to make full use of this data, those in the public with the requisite skills and interest would be turned loose like an army of analysts http://www.weeklystandard.com/Content/Public/Articles/000/000/011/971dyipm. asp . Not content to point out that the streets of Baghdad weren't paved with nerve-gas-filled artillery shells, major news weeklies dug out quotes from anonymous intelligence officials who dismissed out of hand the idea that amateurs could outdo the work of experts with security clearances, or that anything of value could be found in the detritus of post-war Iraq. The Senate intelligence committee's own Phase II intelligence report pointed out that the intelligence community had essentially given up on further work associated with captured media. If the professionals did not see any point in continuing, why bother? As I used to be an intelligence official associated with this mission, I don't mind telling you that there were some very good reasons to bother. First and foremost were the nearly 3,000 troops who died either liberating the Iraqi people from a dictatorship or defending them against an Iranian fueled insurgency that targets civilians and hides behind children. Intelligence guides military operations and, if the latter is ever going to trust the former again, intelligence practitioners and those who lead them are obliged to do everything they can to confirm the military's successes and demonstrate that it has learned from its mistakes. Second, there are significant problems with the exploitation process. This is a mission that could be doing great things, but when offered the chance to make dramatic improvements in their capabilities--capabilities that could have more rapidly put meaningful, actionable intelligence in the hands of people who could use it to greatest effect--the lead agency for DOCEX responded by downsizing and downgrading its exploitation office. Finally, a dedicated captured media analysis effort was made available to the very analysts who were earlier called upon to assess the threat posed by Saddam's regime. They could have cared less. The primary post-war attempt to justify the case for action focused on physical inspection of a limited number of suspected WMD sites, all while the notes, memos, and other documentation from those responsible for any such programs were mostly ignored. The unspoken message was clear: the war is over; everyone thinks we screwed up, so we are moving on. Up until this point I had never heard of anyone opting to give up on an intelligence problem because there was too much information to be addressed. Overwhelmed with mountains of mostly unclassified data and with the world outside the intelligence community making great strides with distributed, information-age methodologies, it was to be expected that those who were advocating for a full accounting of the state of pre-war Iraq would suggest turning the grunt work over to the public. It was a radical but intelligent course of action, yet it still took the threat of legislation and presidential intervention to get the director of national intelligence to cooperate. This is the same DNI that is now touting the use of classified blogs--a secret version of Wikipedia--and the army of analysts approach that has been applied to the National Intelligence Estimate on Nigeria. Officers in charge of vetting appointments to SO16 raised concerns that Mr Farooq's two sons were being taught by a radical'' cleric in Swindon. PC Farooq was a worshipper at the Jamia Masjid Mosque, in Swindon, which regulars say has never aroused police suspicion. Azim Khan, joint secretary of the mosque, said: He [Mr Farooq] would not hurt a fly. These allegations are ridiculous, to associate him with people like Abu Hamza is laughable. There was a time, three years ago, when there were disagreements on the mosque committee, but it was nothing to do with terrorism and these people have left. You can't be blamed, just for knowing someone.'' The Independent revealed yesterday that PC Farooq was a firearms specialist working for the Wiltshire Constabulary when he was transferred to the Diplomatic Protection Group SO16 (DPG), whose main role is to provide static protection at government, diplomatic and Metropolitan Police sites. All officers within the DPG are required to undergo security vetting including a CTC. On 16 December 2003, PC Farooq was told that he had failed his CTC. By then, he had been working for the DPG for six weeks. The Met referred to the fact that PC Farooq's two sons, aged 9 and 11, had attended their mosque for religious studies when the building was associated with an iman whom the police say they had grounds to investigate over possible links to an extremist Islamic group. The iman held a senior position at Jamia Masjid Mosque but stood down three years ago after falling out with the committee. A woman who answered the door at the imam's home in Swindon said he was on holiday in Pakistan and due back next month. PC Farooq's lawyer, Lawrence Davies, said he was unable to comment on the case. But he said he could talk about points of general principle that it raised. He said: The police know that this happens all the time. A police officer will say that they do not wish to work somewhere or make a certain arrest because of personal reasons or conflicts of interest. This is not a bad thing. If Hezbollah pulls it off, forget about the prospects of a democratic, Western-leaning Lebanese government. Instead, Iran and Syria will be calling the shots in Beirut. The White House sounded the alarm last week, warning of mounting evidence that Syria, Iran and Hezbollah are preparing plans to topple Lebanon's democratically-elected government. Syria's Washington embassy said the accusations were ludicrous and unfounded, claiming Syria doesn't interfere in Lebanon's internal affairs. (Guess Syria's 30-year occupation of the country doesn't count . . . ) Since the fighting between Israel and Hezbollah ended on Aug. 14, political tensions have skyrocketed between Hezbollah and the Lebanese government, leading to negotiations about political power-sharing. On the one side is the March 14th group -- a pro-Western coalition of Sunni and Druze Muslims and some Christian groups. This group, led by Siniora, controls the government with the largest bloc in parliament. It takes its name from the date of the demonstrations after the assassination of Lebanese ex-Prime Minister Rafik Hariri -- protests that led to the departure of Syrian forces from Lebanon that spring. The March 14th group wants Hezbollah disarmed and dismantled as a state within a state. It also seeks to replace Lebanon's pro-Syrian President Emile Lahoud. (Back in 2004, Damascus extended Lahoud's term to 2007.) On the other side of the struggle is Hassan Nasrallah's Hezbollah and its allies, including ex-Gen. Michel Aoun's (Christian) Free Patriotic Movement and the Amal party, pro-Syrian Shiites led by Nabih Berri, the parliament's speaker. Hezbollah has been clamoring for a national unity government since the end of this summer's war to replace the current Cabinet, a move sure to increase the influence of pro-Syrian lackeys -- and turbo-charge the clout of pro-Iran Shia Lebanese. With some polls showing Hezbollah with 70 percent backing, Nasrallah promises million-man street protests if Hezbollah doesn't get its unity Cabinet by next Monday. Hezbollah now holds just 14 seats in the 128-seat parliament and two posts in the 24- member Cabinet. It can count on the support of three more ministers, but eight votes are needed to veto key decisions. If Hezbollah gets added seats, it also wants to amend the election law, calling for early elections for parliament in expectation of gaining a majority there. The pro-Syrian/Iranian and pro-Western camps are scheduled to meet today to discuss the crisis. If Nasrallah doesn't get his way, expect more violence like the five grenade attacks of recent weeks, increasing fear and intimidation among his opponents. But if Hezbollah does get what it wants, forget about ever seeing it disarm, as required under numerous U.N. resolutions. Damage control is the Bosnian defense minister's biggest concern when he receives guests in the wide leather armchairs in his office. When asked what he thinks about Germany's plans to begin pulling its 852-man military contingent out of Bosnia, Radovanovic says that he hasn't heard anything about it from Berlin. He is, however, suspicious that something might be in the works, he says. After all, his German counterpart, Defense Minister Franz Josef Jung, indicated the possibility of a pull-out at a meeting in Salzburg this past summer. What Radovanovic knows for sure is that the international community intends to withdraw its military presence from Bosnia by the end of 2008 at the latest. And next year, the 6,000-man European Union Force in Bosnia and Herzegovina (EUFOR), which replaced NATO two years ago, will be reduced to 3,500 troops, says Radovanovic. Demobilization in the Powder Keg of Europe in other words? In a country that lost at least 100,000 people to a bloody civil war between 1992 and 1995? Indeed, nothing could be more desirable for the old continent than exactly that. The situation in the Balkans, according to Defense Minister Radovanovic, has become quite stable now. Current EUFOR commander, Italian Major General Marco Chiarini, agrees. But despite their optimism, there are still some worrisome issues in the region. Weapons caches and uncertainty One is the matter of secret weapons caches that apparently still exist in Bosnia, a sign that some extremists could be preparing for a new war. In February, says Chiarini, we recovered three tons of weapons from an underground storage site. The fact that Bosnia will become politically self-reliant at the end of June 2007 is also fraught with uncertainty. The office of the High Representative for Bosnia and Herzegovina, which has administered post-war Bosnia for more than 11 years, will end its political mission in mid-2007. But what happens then? Politicians in the Bosnian capital Sarajevo have never attempted to hide their skepticism toward the international community's treatment of the region as a protectorate. These days about the only person actively in pursuit of Karadzic, a wanted war criminal, is American actor Richard Gere -- in the movies. The current High Representative, German Christian Schwarz-Schilling, doubts that faraway Brussels will be able to transform Bosnia into a democratic constitutional state in the near future. Although the ultra-nationalist groups supporting the former warrior -- including Karadzic's Serbian Democratic Party -- lost their majorities in October's election, other hardly less radical parties have quickly filled the vacuum. The Bosnian people are pinning their hopes for the country on attaining European Union membership soon. The gap between appalling poverty -- fuelled by an unemployment rate of about 50 percent -- and the wealth of those who profited from the war is alarming. Billions in reconstruction money -- which per head exceeds even the assistance given to Germany after World War II under the Marshall Plan -- has steadily drained away or has found its way into dubious investments. The inflated Bosnian administration, with more than 180 ministers, 10 cantons and 760 members of various parliaments, consumes an astonishing 60 percent of the national budget. The Curse of Dayton Other problems include a high crime rate, growing corruption and an ineffectual judicial system. Still, that's not necessarily a barrier to EU membership; nearby Romania and Bulgaria, which have now been accepted into the EU, face many of the same problems. But the one thing that could spark a new conflict in the Balkan state is the irreconcilable tensions between the former warring parties. It is a question of time, in my opinion, that a container will be delivering either a dirty bomb or the goods to help terrorists, Greg Gilbert, senior American vice-president for Hutchison Port Holdings. Many people say the best delivery system for a dirty bomb might be a truck or a small boat, but to get it across the ocean it has to be in a container. Gilbert's comments came in a submission to the Senate committee on national security and defence. Hutchison Port Holdings is the world's largest operator of container ports. Gilbert said that the vast majority of containers are not inspected. We feel of all the 53 million containers running through our facility in 2006, each one was a Trojan horse, he said. We do not know what was in that container. We can only trust what somebody said. Gilbert called on governments to require tougher inspections that would include X-rays, radiation screening and checks for container tampering in order to ensure that weapons aren't being driven up to a port. Based on upgrades Hutchison made to its Hong Kong port, Gilbert estimated the cost of higher security measures to be no more than $20 on a container with contents worth $65,000 to $70,000. TIGHTER REGULATIONS Committee chairman Senator Colin Kenny said Gilbert's comments were remarkable in their candour compared to other port operators. The committee has been pushing for tighter security regulations in Canada and the U.S. Without them, and Mexico, working together to tighten security, ships will simply steer toward the cheapest and quickest port available, he said. Another example of tougher laws might require port workers to go through the same security screenings as airport workers. The Hells Angels have a better distribution system than FedEx, Kenny said. At least 16 have been kidnapped and shot in the head over the last fortnight, their bodies dumped in different parts of the city. Another three are still missing. In a single mass killing, 12 interpreters were murdered. This is not a general threat against Iraqi security forces, interpreters are specifically being killed, an Iraqi police officer familiar with the case said. It has been happening at a low level for the last year, but the campaign is getting worse. First they get letters warning them to stop co-operating with the occupation forces, then they are killed. The interpreters are the major target now. Word spreads about who is working with the British - neighbours, people in the street, police officers all see the interpreters. Their identities don't remain very secret and someone is going around trying to kill them and they're succeeding. According to the British military, just one interpreter has been killed in the last month in an isolated incident. Army spokesman Major Charles Burbidge said the mass kidnapping and execution last week had killed 17 Iraqis working for the police, not translators for the British Army. But Iraqi security services are treating the incident as a specific attack on locals hired for their language skills, to work with the Multi-National Forces in Basra. Other interpreters and former interpreters have been killed in separate assassinations. It used to be tolerable but now everyone openly calls us traitors, a 27-year-old interpreter who worked for the British at Bucca prison said. When I leave the base no one is there to protect me and we all know we're being hunted, the militias say we are spies. All of us live in terror for our lives. I want to stop this work but my family needs the money. As far as the militias are concerned I have turned my back on Iraq. Tshasin Difaee, a 30-year-old former interpreter, said he quit after being threatened by Moqtada al-Sadr's Mahdi Army. http://www.theconservativevoice.com/article/20038.html The Largest Fugitive Round Up in US History Deputy United States Marshals teamed up with thousands of fellow federal, state, and local law enforcement agencies to conduct the largest ever round up of fugitive sex-offenders, wanted gang members, and violent felony offenders, according to an indepth report submitted to the National Association of Chiefs of Police. Dubbed Operation FALCON III (Federal And Local Cops Organized Nationally), Deputy Marshals and their fellow task force members arrested 10,773 felony fugitives. This number includes 1,659 sex offenders and 364 documented gang members arrested nationwide. These numbers mean safer streets for the citizens of communities all over this country, said Marshals Service Director John Clark. We have not only brought those wanted fugitives to justice, but we have hopefully brought a bit of peace to their communities. In the Northern District of Florida, one of those fugitives was Douglas Bryant, who was wanted by the State of Alabama on two sex offense warrants, including Failure to Register as a Sexual Offender. Bryant was originally arrested in Alabama for 2nd Degree Rape of a 15 year old female with a mental disability. Deputy Marshals in Alabama forwarded an investigative lead to the U. S. Marshal Service sponsored North Florida Violent Fugitive Task Force which led task force members to several locations in Tallahassee. After several interviews and a thorough search of one residence on Bicycle Street in Tallahassee, Bryant was located hiding underneath a mattress in a box spring which was partially hollowed out in order to conceal him from authorities. The US Marshals Service in North Florida is also in the process of seeking additional federal charges against Bryant under the new Adam Walsh Act. Honing in on sexual predators and fugitive gang members, Operation FALCON III's success comes on the heels of the Adam Walsh Child Protection and Safety Act, which was signed into law by President Bush on July 27, 2006. The Act makes it a federal felony, punishable by up to ten years imprisonment, for convicted sex offenders who fail to register and who travel in interstate or foreign commerce. The US Marshals Service was designated by the Act as the agency to lead the national effort to track down and arrest these fugitive felons. The Attorney General and the Director consider Operation FALCON III to be a significant event marking the Department's effort to combat sex offenders and crimes against children in conjunction with the Adam Walsh Act, said Arthur D. Roderick, the Marshals Service's Assistant Director for Investigative Services. There is no question the collective criminal investigative resources of the Marshals and our federal, state, and local partners made a major contribution to this important crime initiative, he said. Locally, the US Marshals North Florida Violent Fugitive Task Force operation cleared 313 warrants by arresting 216 fugitives throughout the Northern District of Florida which includes 23 counties from Pensacola to Gainesville. Of the 216 fugitives arrested, 96 were arrested in the Tallahassee area, including Leon, Gadsden, and Wakulla counties. Additionally, 61 fugitives were arrested in the Gainesville area and 59 fugitives were arrested in the Pensacola area. In total thirty-three (33) sex offenders and three (3) documented gang members were arrested, in addition to arrests of three (3) suspects wanted on attempted homicide warrants, fourteen (14) wanted for firearm offenses, fifty-seven (57) wanted for assault and battery crimes, nine (9) wanted for armed robbery and seventy-six (76) wanted for narcotic violations. All fugitives targeted by the task force and arrested during this operation were identified because they were classified as violent felons. US Marshal Williamson stated this operation, along with our past FALCON efforts, provides a clear indication of what law enforcement agencies can accomplish when there is cooperation on all levels-federal, state and local. When we share information and pool our resources towards a common goal, the results are safer communities for our children and a more secure homeland. The US Marshals, North Florida Violent Fugitive Task Force, FALCON III operation consisted of 170 federal, state, and local law enforcement officers making up 17 separate arrest teams throughout the one week period. Immediately prior to the start of this operation, all state and local law enforcement officers were sworn in as special deputy US marshals in order to provide them with broader jurisdictional authority. Throughout the week, this special authority from the US Marshals Service empowered all FALCON III personnel to cross traditional lines of jurisdiction to track down and arrest targeted fugitives. It conveys the idea that effective solutions to large problems often begin with steps taken in your backyard. Today, keeping America safe requires the same concept.While our federal government protects us by meeting global threats abroad, we also need to act locally, addressing the potential security threats posed by illegal immigration. We are all aware that important military missions are ongoing in dangerous parts of the world, and we are grateful for the courage of our military men and women. However, it would be a dishonor to their service if we did not protect our interests at home with the same dedication and vigor that they show overseas. Domestic security requires our attention and cannot be overlooked. We must devote additional resources to securing our nation's borders. Our southern border has become a sieve, and protecting Texas's border with Mexico is one way that we can fight the war on terror at home. Monitoring Texas' border with Mexico is no easy task; it spans 1,248 miles - about the distance from Houston to Washington,D.C. But just because something is difficult does not mean it cannot be done.We have to do whatever it takes to secure our borders because the alternative is simply not an option. Securing the Texas-Mexico border is also critical to our economy, because illegal immigrants can become a serious expense to local communities in the form of overwhelmed emergency rooms and overburdened schools. President Bush's recent budget request is a good first step toward dealing with some of the immigration problems facing our state. The president requested $450 million to provide 1,500 new border patrol agents.While this increase is a step in the right direction, it is not enough. Terrorists are counting on southern border policy to be weak, and we cannot allow that to happen. The 9- 11 Commission recommended adding 2,000 new border patrol agents a year each year from 2006 to 2010 - at a minimum. This increase was also recommended in the National Intelligence Reform Act that became law in December 2004. Leading the fight for new border patrol agents in the Senate, I introduced a budget amendment providing full funding for them. Last year, we caught over 160,000 other than Mexicans (OTMs) crossing into our country illegally, and we do not know how many we failed to catch. The Census Bureau estimates that over 10 million people reside in our country illegally - that's more than twice the combined populations of Houston, San Antonio, Dallas and Austin. Immigrants from countries other than Mexico are coming into our country in large numbers, and we need to make sure they go through proper security channels. Additional funding will help accomplish the Department of Homeland Security's goal of eliminating, by October, the catch and release program in place for OTMs. Of the 160,000 OTMs caught and released, only 30,000 (under 20%) showed for their court hearings.That is unacceptable. I have urged the Department to use temporary facilities to begin detaining non-Mexican illegal entrants immediately instead of releasing them until new facilities are prepared. I have worked in Congress to increase immigration-related funding, and last fall we passed over $31 billion for the Department of Homeland Security, providing $9 billion for Customs and Border Protection, Immigration Customs Enforcement, and related activities, 250 criminal investigators (for a total of 6,000), and 20,000 detention beds. During the previous Congress, I cosponsored legislation in the Senate reimbursing Texas hospitals approximately $47 million a year for the cost of treating illegal immigrants. Yet immigration reform requires more than just funding. Last year a community in New Hampshire attempted to prosecute illegal immigrants, but it was thwarted when a judge ruled the federal government has exclusive jurisdiction on civil immigration issues. Other communities around the country have faced similar legal obstacles in their attempts to stem the flow of illegal immigrants. In response, I proposed the Illegal Immigration Enforcement and Empowerment Act. This bill would allow state and local law enforcement to become more involved in the process of catching illegal immigrants. State and local governments should be permitted to pass their own laws so they can prosecute all immigration violations, both civil and criminal. The Illegal Immigration Enforcement and Empowerment Act would allow states to enforce federal immigration law and to create state immigration enforcement provisions in accordance with federal law. As with the case of Guy Fawkes - most famous conspirator in the failed Gunpowder Plot of November 5, 1605 - Tuesday's conviction of British citizen Dhiren Barot, 34, is but the latest reminder of the depth and scale of ongoing threats to British interests from home-grown British Islamic radicals. Barot, a British Hindu convert to Islam - with identified links to al-Qaeda groups in Pakistan - received convictions for terrorism and a life sentence in prison from a London court. According to prosecutors, Barot - arrested in 2004 and also wanted by the United States and Yemen - planned to attack British and US targets that year to cause indiscriminate carnage, bloodshed and butchery. The trial judge characterized the interrupted plans as ambitious, sinister and minutely detailed. Targets were to include luxury hotels in London, the Prudential and Citigroup buildings in Newark, New Jersey, the New York Stock Exchange in Manhattan, and the International Monetary Fund's offices in Washington, DC. The methods: a blend of ingenuity and horror against the enemies of Islam. Stretch limousines packed with explosives and gas cylinders were to be used in underground parking garages; there were to be fuel-tanker suicide missions; a dirty bomb in Britain was to be constructed using radioactive isotopes harvested from thousands of commercially available smoke alarms. It goes on. Presaging the July 2005 attacks in London, Barot hoped to attack London's rail infrastructure and bomb a subway train passing under the River Thames. The court heard that Barot researched, costed and made recommendations in a corporate-style presentation to al-Qaeda contacts in Pakistan. The conviction comes hard on the heels of other recent alleged Islamic-extremist conspiracies in the United Kingdom. Just this August, British police announced they had foiled a plot to kill thousands of passengers on UK and US airliners. Twenty-three Muslim suspects were arrested: more than a dozen British and Pakistani nationals now face trial. British nationals with Islamic surnames also stand accused of the failed copycat attacks on the London subway network that took place on July 21, 2005. British intelligence sources now say that at least four other significant terrorist plots in the UK have been prevented in recent months. Threat-level assessments for the UK have been at high levels ever since the London bomb attacks of July 2005. This August, Home Secretary John Reid warned that Islamic fascists acting against Britain will be unconstrained either by capability or moral reservation. From a non-Muslim perspective, the UK is living once more with uncertainty and a terrorist risk based on a synthesis of imported religious conviction and political ideology. Muslims are clearly not being persecuted in the UK, but there are historical parallels with the resentments of English recusant Catholics facing the Protestant orthodoxy of the 17th century. And far closer than any comparison with the last terrorist threat against British state - by the Provisional Irish Republican Army in its campaign from 1969 to 1998. From the perspective of Britain's 1.6 million Muslims, the ongoing issue of Britain's Middle East foreign policy remains the critical issue. With Britain fully committed to the war on terror, there is plenty of evidence to suggest rising British Muslim anger at their country's foreign policies. Muslim criticism of UK actions abroad has grown markedly since 2003. Summer polls by the Pew organization revealed that 30% of British Muslims under 24 said they would prefer to live under the strictures of sharia (Islamic law) rather than British law, and 30% of the same group said that the July 7, 2005, attacks in London were justified. The UK's domestic intelligence agency, the Security Service, formerly MI5, now views about 1,200 British Muslims as a serious security risk. In 2000, British Muslim convert and potential shoe bomber Richard Reid failed to bring down a US airliner. A list of the key grievances by British Muslims is now well known. UK involvement in Iraq and Afghanistan; Prime Minister Tony Blair's preparedness to sanction US flights delivering munitions to Israel via British airports during the recent Lebanon conflict; the latest spat caused last month by former home secretary Jack Straw's call for Muslim women to discard the full veil (niqab). To be clear, only a tiny minority of British Muslims favor extremism. The vast majority, while unhappy with current foreign policy and a feeling of being singled out unfairly, will broadly support their government's anti-terrorism initiatives. It said the Iraqi policeman was found blindfolded and shackled to the floor inside the building. In a separate statement, the military said a U.S. Marine died today from wounds sustained while operating in Al Anbar province, west of Baghdad. Tuesday, an explosion in a coffee shop in a Shi'ite district of Baghdad killed at least 14 people and wounded 16 others. Hamas' so-called military wing released a statement, the first of its kind, calling on Arabs and Muslims to attack American targets in the Middle East in response to an Israeli artillery strike today that killed at least 19 Palestinians. The U.S. provides political and logistical cover for the crimes committed by the Zionist occupation, and it must be blamed for the Beit Hanoun massacres, the Hamas military wing said in a statement. (Story continues below) The statement urged Arabs and Muslims to teach the American enemy merciless lessons they will not forget. The Israeli Defense Forces earlier today used artillery shells to target a site in Beit Hanoun in the northern Gaza Strip from which Qassam rockets were fired yesterday at a nearby, populated Jewish city. The Israeli shells hit a residential area about a third of a mile from the targeted zone. IDF sources said the army was investigating if the wrong coordinates were fed to the artillery unit and whether the error was human or technical. Israel's Foreign Minister Tzipi Livni expressed regret for the deaths, saying Israel did not set out to harm innocent civilians. But Palestinian groups vowed revenge. Members of the Al Aqsa Martyrs Brigades, the declared military wing of Abbas' Fatah party, told WND they joined Hamas in its calls to target U.S. interests, as did the Islamic Jihad terror group. Sources close to Hamas told WND the hitting of American targets was discussed by the terror group at the highest level. They said today's statement calling for revenge against the U.S. was not endorsed by all members of Hamas' military wing, but they warned if the U.S. doesn't back the Hamas-led Palestinian government and cease what they called the financial strangulation of the Hamas government, then attacks against U.S. interests may be carried out. Palestinian security officials, speaking to WND on condition of anonymity, said the calls for attacks against U.S. interests were mostly out of frustration for Hamas' belief the U.S. was urging Abbas to dismantle the Hamas government. Hamas won a majority of Palestinian parliamentary seats in elections earlier this year. According to a number of press reports, Abbas has been considering dismantling the PA. As Palestinian president, Abbas has the authority to abolish the PA and establish an emergency government that he would head for three months, at which point new elections would be held. Under certain circumstances, Abbas can maintain and lead the emergency government indefinitely, usurping Hamas' power. The U.S. reportedly has offered about $28 million in financial aid to Abbas' Fatah party to bolster it against Hamas. In September, the two engaged in heavy gun battles in the Gaza Strip and West Bank after negotiations to establish a national unity government between them appeared to have fallen through. The report said the Israeli intelligence estimate is that Hamas will restrain from targeting the U.S., but if its government is toppled, such restraint could dissipate. Speaking openly to WND last month, Abu Abdullah, a leader of Hamas' so-called military wing in Gaza, confirmed the Time report. The Americans are supporting Israel unfairly and are playing a leading role in the conspiracy against the (Hamas-led) Palestinian government. Earlier in the day, a 43-year-old Buddhist man was shot dead on his way to work in Pattani, while a 36-year-old Muslim school janitor was shot dead by two suspected militants in Narathiwat as he drove a motorcycle to work. Attackers posing as customers planted explosives inside cars or near motorcycles at Honda, Nissan, Chevrolet, Mazda, and Isuzu dealerships and at two motorcycle showrooms, Yala police Lt. Col. Sakkarin Bamphensamai said. He said without elaborating that the blasts bore the trademarks of Muslim separatists. Police Col. Phumphet Phiphatpetchphoom said that initial reports showed that nine people were wounded. We must work together to ensure that we provide our citizens with the safest means of travel, working together to protect our nations. Twenty-three Customs and Law Enforcement officials from Barbados, St. Kitts-Nevis, Antigua, St. Lucia, Grenada and Dominica graduated from the training course which focused on airport security management. The first explosion went off at about 1830 local time during the peak of the evening rush hour in the suburbs of Meera Raod on the busy Western Railway. Mumbai city has been sealed and the capital Delhi have been put on high alert as well as the state of Gujarat and Mumbai's entire rail network has been shut down. Alternate measures are being taken to enable the people to reach their destination but a state of chaos and a sense of fear prevails in the city. Indian Prime Minister Manmohan Singh has appealed for calm and described the incidents as a shocking and cowardly attempt to spread a feeling of hatred. Pakistan President General Musharraf has condemned the bomb explosion and has expressed his concern over the incident. Other Pakistani leaders have also condemned the blasts as a despicable act of terrorism. Congress president Ms. Sonia Gandhi and Indian home minister Mr. Shivraj Patil has left for Mumbai. Mumbai seems to have no respite from disturbance for some weeks now. First it was the heavy rain that took many lives and then there was the issue of statue desecration which agravated a section of the people and now it is the blast. One should not forget the blast of 1993 which rocked the city and as many as 250 people were dead in it. Ansari, 24, was one of the bomb planters, officials said, adding that the Crime Branch of the Mumbai Police nabbed him from Tehoria village. With this, the total number of the arrests goes up to 14. While police had earlier arrested 16 people, three of them were later let off. The terror attack along the city's commuter train network during the evening rush hours left at least 187 people dead and many more injured. The military suggested there had been a targeting mistake. Initial information shows the artillery fire was directed at a location distant from the one reportedly hit, it said in a statement. Israel's foreign minister, Tzipi Livni, said: Unfortunately, in the course of battle, regrettable incidents such as that which occurred this morning do happen. Margaret Beckett, the foreign secretary, said she was gravely disturbed by the deaths. Israel must respect its obligation to avoid harming civilians. It is hard to see what this action was meant to achieve and how it can be justified, she said. Alvaro de Soto, the UN's Middle East special coordinator, said he was deeply shocked and appalled by the shelling. The International Committee of the Red Cross said it was also appalled. Bush, his policies, and his Republican Party, will limit his freedom of movement, and turn him into a lame duck, as they say in politics. The Republican Party's hegemony over US policy, both the domestic and foreign ones, for over 12 years ended yesterday and the Democrats' opposition is now in control of Congress. This major setback was achieved because of Iraq, and specifically the Iraqi resistance which merits the credit for inflicting this resounding defeat on the US President and his party because of its steadfastness and bold military operations and its foiling of the occupation and all the political processes originating from it. The remaining two years of President's Bush's second term will be the worst in his political career. He will be unable to pass the legislations he wants, like he did when he passed these legislations and the necessary budgets to finance his wars in Afghanistan and Iraq and which are estimated in the hundreds of billions of dollars without any opposition worth mentioning. We were not surprised by the growing demands immediately the midterm elections results became known for the resignation of the symbols of failure in the war on Iraq and the neo-conservatives group that rallied behind it, hijacked the White House and its policy, and placed them at the service of the Israeli interests. Following the resignation of Defense Secretary Donald Rumsfeld, President Bush will find himself forced to change his policy in Iraq and withdraw his forces from it so as to minimize the losses among the American soldiers that have so far reached more than 3,000 dead and 20,000 wounded, some of them critically. President Bush's administration committed real massacres in Iraq that resulted in the martyrdom of 665,000 Iraqi citizens, turned the country into a mass grave, and drowned it in an ugly sectarian civil war without any hope of a stable and secure future. This will undoubtedly remain a nightmare chasing President Bush even after his retirement and departure from office. The American people punished President Bush and his administration by voting for their opponents. The punishment was humiliating by all yardsticks. It was hoped that the British people would do the same thing to Tony Blair, his closest ally and partner in his wars, but they unfortunately did not do so. Iraq's curse has started to fall on President Bush W. and will certainly chase him until he is brought before the international tribunal as a war criminal who committed crimes against humanity because the Iraqis' blood and the destruction he had left in their country should not be in vain. FP: Paul Kengor, welcome to Frontpage Interview. Kengor: Thank you, Jamie. I'm a big fan. I've read Frontpage for years. A lot of websites are redundant. This one truly stands out, especially for its willingness to confront the insanity in academia, as well as its service as a watchdog of the far left, which, incidentally, told us in the 1980s that Ronald Reagan was a nut who wanted to blow up the world. FP: Thank you for your kind words. Today I want to focus in on a stunning revelation you make in your book regarding Ted Kennedy. But let's first briefly talk about The Crusader. What inspired you to write it? Kengor: I was talking to a fellow academic, one who is an honest liberal, who objectively assessed Ronald Reagan and had given him a lot of credit for winning the Cold War in a journal article that she had written. We were discussing her article. She said that although Reagan deserves much credit for helping to end the Cold War and, as she put it, perhaps even helping to precipitate the Soviet collapse, she saw no evidence that this had been Reagan's deliberate intent. I told her that there was mountains of evidence that this had been Reagan's intent. She replied, show me. Well, that's what I've done with this book. My only surprise once I did the research was, first, precisely how far back that intent went, namely as early as 1950, when Reagan first called for a crusade to liberate the Soviet empire, and, second, the degree to which the Soviets were completely convinced of this intent. The Soviets knew that Reagan had drawn a target on their chest, and that sense is clear in nearly every article on Reagan in the Soviet press in the 1980s. I cite probably a couple of hundred examples in the book. FP: Can you briefly tell us some of the key ways in which Reagan fuelled the fall of Soviet communism? Kengor: Well, it is impossible to be brief on such a subject. I'll merely list a few of the headings without going into the details: economic warfare, such as the Farewell Dossier, the blocking the construction of the Siberian gas pipeline, and undercutting Soviet oil exports, all of which cost the Kremlin billions of desperately needed hard currency; defeating the Soviets in Afghanistan via aid to the Afghan resistance, including the supplying of Stinger missiles; the Strategic Defense Initiative; saving and sustaining Lech Walesa's Solidarity movement in Poland as the wedge to split the Soviet bloc. Those are merely a few deadly examples, none of which Mikhail Gorbachev supported, of course, since they bankrupted the country he was trying to hold together. FP: Offer us a comment or two on how Gorbachev and John Paul II figured in the demise of the Soviet Empire. Kengor: Gorbachev's primary intent was to preserve the USSR, not break it up, as, to this today, he laments each and every time he does an interview. Reagan's intent was to break it up. Reagan succeeded in his primary intention, whereas Gorbachev failed in his. His second main failure was losing the Soviet bloc, which was also a huge personal failure of Gorbachev's. Also, we now know, thanks to recently declassified memoranda of conversations from the May-June 1988 Moscow Summit, that Reagan asked Gorbachev directly to his face to tear down the Berlin Wall, as Reagan had dramatically requested at the Brandenberg Gate the previous year. Gorbachev told him no, flatly refusing. A few years later, Gorbachev won the Nobel prize, an award Reagan will never receive. Having said that, Gorbachev created Glasnost, which led to genuine civil liberties and real freedom, including religious freedom, and he ended the Communist Party's monopoly on political power when he renounced Article 6 of the Soviet Constitution. He and Reagan had a superb relationship and together peacefully ended the Cold War, without a single missile fired. They also signed the greatest nuclear arms agreements in history, including the INF agreement. For these accomplishments alone, Gorbachev deserves much credit as well. As for the Pope, he and Reagan were both convinced that God had spared them from assassination attempts in the spring of 1981, a belief they confided in one another in their first meeting together at the Vatican in June 1982.

It is in tatters, but there is no alternative, Pakistani analyst Husain Haqqani told United Press International Monday. Musharraf adopted the strategy under pressure from army leaders who saw the effort to pacify the notoriously lawless and inaccessible border region by military force alone as doomed. The architect of the strategy, retired Gen. Ali Muhammad Jan Orakzai, the governor of Pakistan's North West Frontier Province, has threatened to resign, and Musharraf will hold a meeting with senior army staff Tuesday to allay their fears about the deal's collapse, according to local reports. Over the weekend, the Dawn newspaper -- citing an unnamed senior investigator -- reported that the leader of a shadowy Uzbek extremist splinter group, the Islamic Jihad Group, had given the go-ahead for a planned series of attacks in Islamabad last month. The attacks were foiled when a number of artillery shells, wired to be detonated by mobile phones, were found by authorities less than a mile from the parliament building and Musharraf's residence, on Oct. 5. The Uzbek was named by Dawn as Nadzhmiddin Kamilidinovich Janov. The enwspaper said he used the aliases Yakhyo and Commander Ahmad and was based in Mir Ali, in North Waziristan -- one of the seven semi-autonomous tribal agencies that lie on Pakistan's lawless and inaccessible border with Afghanistan. Dawn said Janov was the leader of a splinter from the Islamic Movement of Uzbekistan. The Islamic Jihad Group has been designated a terror group by the U.S. government, but little is known about it. The group claimed responsibility for several attacks in Uzbekistan in April 2004, but has not been heard from since. Eleven people have been charged in the plot and Dawn said interrogations had revealed the link to Janov. While the fingers were in Islamabad, the tail was in Mir Ali, the anonymous investigator told the newspaper. If this report is true, Haqqani said, it would be a very serious breach of the agreement signed between Pakistani authorities and local leaders in the agency Sept. 5. Under the agreement, the leaders, who included prominent members of the local Taliban shura or council and the heads of tribal militias, were supposed to expel any foreign militants who did not adopt what the deal called a peaceable life, and prevent cross-border attacks against NATO and U.S. troops in Afghanistan. But U.S. military officials said that attacks in the Khost province of Afghanistan had increased since the deal was signed, and many analysts have been skeptical of the deal. The Dawn report comes days after a strike Oct. 30, widely believed to have been carried out by a U.S. predator drone, killed more than 80 people, including several children, at a religious school or madrassa in the Bajaur agency, another of the tribal areas. The strike destroyed a deal scheduled to be inked in Bajaur that day with local leaders, the latest in what was planned as series of such agreements building on the North Waziristan accord, and an earlier deal with militants in South Waziristan. One of the leaders who was due to sign the Bajaur deal narrowly escaped death in the attack. Former Indian intelligence official B. Raman reported that Orakzai had threatened to resign last week because he was angry at being blindsided by the strike. Newsweek reported Sunday that at least six middle-ranking Pakistani Army officers have been court-martialed for refusing orders to fight in the area, and the pressure from the military that led Musharraf to adopt the strategy in the first place has not abated. But the Bajaur strike suggests that the United States has lost faith in the approach, and the allegations in the Dawn report, if they are borne out, show that the strategy has

Political observers in Washington predicted that the appointment could pave the way for talks with Iran and Syria in a bid to contain the violence in Iraq, and could also put off a military confrontation with Iran over its nuclear programme. The Cheney-Rumsfeld axis acted as a stone wall around the White House, keeping out criticisms and doubts. Now, those doubts are beginning to seep in, opening the way for a fundamental rethink of policy. However, that does not mean that Mr Cheney's influence is at an end. He has a formidable staff within the White House and remains an important influence on the president. He's isolated but you know when you corner a dangerous animal, it doesn't make him any less dangerous, said a senior Democratic foreign policy official. He's going to continue to push for what he believes in. It doesn't mean he's going to put his toys away and go home. Melvin Goodman, a former CIA official who worked under Mr Gates, expressed doubts that Mr Gates has the strength of conviction to stand up to Mr Cheney. He never has, so it would be the first time, said Mr Goodman, now a senior fellow at the Centre for International Policy. Nevertheless, the choice of Mr Gates strengthens the hand of Condoleezza Rice, who has clashed repeatedly with the Pentagon. The two know each other from their days as Soviet experts in the first Bush White House. Both feel more at home with the foreign policy pragmatists around the elder George Bush than among the neo-conservatives who rallied to the current president. In terms of the family conflict that has provided a Shakespearean backdrop to the administration, it represents near total victory for the father over the son. The elder Bush distrusted Mr Rumsfeld and warned against his appointment. Mr Gates, by contrast, is very much his man. When Mr Gates, as deputy-director of the CIA, was tainted by the Iran-Contra scandal of the Reagan era, Mr Bush stood by him and gave him the top job in the agency in 1991. Mr Gates demonstrated his loyalty by becoming the curator of the Bush presidential library in Texas. As the Iraq war grinds on, and the broader neoconservative project in the Middle East is sliding towards disaster, former aides to the elder Bush - once spurned by his son - are reappearing one by one at the policy-making helm. In the past, when Bush got enmeshed in a big mistake ... daddy came to the rescue - that's what's happening here, said Vincent Cannistraro, a former counter-terrorist chief of operations at the CIA. Daddy was insistent on getting Gates in. James Baker, the secretary of state in the first Bush administration, has already saved the younger Bush from disaster, taking charge of the legal effort in Florida that clinched victory in the 2000 election. He now plays a pivotal role as the co-chairman of the Iraq Study Group. Mr Gates is a member of the commission and his appointment guarantees that its recommendations will be given a favourable hearing. At least he'll read the thing, Mr Goodman said. Rumsfeld would have thrown it out of the window. Both Mr Baker and Mr Gates have advocated the multilateralism that was typical of Bush senior but not Bush junior. In particular they believe the US should talk to Iraq's neighbours, Iran and Syria. Mr Gates co-authored a study on Iran policy two years ago which concluded that Washington should hold comprehensive talks with Tehran before it achieved nuclear capability. His fellow author was President Jimmy Carter's national security advisor, Zbigniew Brzezinski, who yesterday declared Mr Gates's selection as the best appointment President Bush has made in the course of his six years in office. But it was. Not because Ataturk, who won the Dardanelles campaign, banned the burqa and the fez, and the wearing of beards. Not because he embarked on a reform program to lead Turkey into the modern world. But because, as part of that reform process, he abolished the caliphate. That's the bit that nobody talked about, nobody wrote about, nobody wondered about, as they would had the emerging Italian nation gone a step further than merely abolishing the papal states, but the papacy as well. What would have become of the Catholic Church without Rome? What became of Islam without the Caliph of Istanbul? Nothing much, for 30 years, until colonial rule was lifted, and then the Muslim states erupted into revolutions, into coups against elected governments, into violent nationalism, and finally into terrorism. Ataturk's decision, taken in the cause of secular, democratic government, has worked against that principle just about everywhere except Turkey itself, and sometimes there it has been touch and go. You see, there is no single spiritual leader to look to for all Muslims and, for the West, there is no single person to talk to. The unintended consequence was that firebrand imams were given their heads. As far as Australia is concerned, there is nobody to sack Sheik Taj Al-Din Hilali as Imam of the huge Lakemba mosque except a council composed of his acolytes. They don't want to do it, and Sheik Hilali doesn't want to go. Were the sheik and his council to borrow any adviser from any political office on either side of politics at federal or state level, his advice would inevitably be: sit tight and wait for it to blow over. That's just what they seem to be doing. Governments spend a lot of time endeavouring to identify unintended consequences, which are not the same as the cons in pros and cons. Of course taxpayers will object if taxes go up. But what if the consequence on an export tax on agricultural exports is to price them out of international markets, as happened to Argentina when Juan Peron was running the country. The law of the unintended consequence is iron-clad, immutable and inescapable. It is that whether or not your decision achieves what it sets out to achieve, it will also lead to some other consequence or consequences that you failed to predict, perhaps could not predict, and might well not want. Did Hitler, a landscape artist in his youth, intend his destruction of the Jewish population of Germany and of much of the rest of Europe to leave behind a cultural, scientific and intellectual desert. Try naming a painter of international reputation, or a conductor or composer, or a scientist or a writer of the past 50 years. While Ataturk's decision to abolish the caliphate seemed like a good idea at the time, the consequence that Ataturk neither intended nor foresaw, is that in the absence of a head of the Islamic faith, there is no doctrinal discipline, no ability to modify dogma to adapt to modern times, and nobody to sack Sheik Hilali and all the other imams preaching hatred. Islam does not have a pope, nor even an archbishop with primacy in his country. The West must deal with secular leaders, whose ability to negotiate with the imams is limited. Pakistan actually bombed a madrassah the other day. At the very time when Turkey is seeking entry to the European Union an event that would crown Ataturk's modernisation Muslim terrorism around the world is arousing memories of the Turkish conquest of the Balkans that took them, in the 16th and 17th centuries, to the gates of Vienna. If Sheik Hilali sits tight, which seems to be his intention, it would seem quite possible that he will survive. It could well be that Turkey fails to gain admission to the European Union, which is always finding reasons for delay. Christian and Jewish victims of Muslim terrorism will continue to die in their hundreds and Muslims will continue to die in their thousands. As unintended consequences go, that's an impressive total. Baharvand, Iran's charge d'affaires, said the case was politically motivated. An official in the office of Federal Judge Rodolfo Canicoba Corral, who spoke with the AP on condition of not being identified, said the judge was seeking the detention of Rafsanjani and eight others. The official spoke on condition of anonymity in keeping with traditional court practice here in such cases. The July 1994 bombing of the Jewish cultural center here killed 85 people and injured more than 200 others. Investigators say an explosives-packed van was driven up to the building and detonated. Two special prosecutors on Oct. 25 urged Canicoba Corral to seek international and national arrest orders for Rafsanjani, who was Iran's president between 1989 and 1997 and is now the head of the Expediency Council, which mediates between parliament and the clerics in ruling the country. Alberto Nisman, the lead prosecutor, said last month that the decision to attack the center was undertaken in 1993 by the highest authorities of the Iranian government at the time, and that the actual attack was entrusted to Hezbollah. Friends say that the officer, his wife and five children have been exposed to a possible backlash from far right groups after his legal action against the Met was made public on Tuesday. In a letter to Dr Tim Brain, Chief Constable of Gloucestershire Police, Pc Farooq's lawyer, Lawrence Davies, has officially requested police protection for his client and his client's family. It also draws the Chief Constable's attention to the behaviour of some sections of the press. The claims of Osama Moustafa Hassan Nasr, also known as Abu Omar, appeared in an affidavit provided to Milan prosecutors investigating his alleged abduction in February 2003, the Italian newspaper Corriere della Sera reported yesterday. Prosecutors say that the cleric, who was formerly suspected of links to terrorism, was driven to the Aviano military air base and flown via Germany to his native Egypt before being secretly interrogated for six months. His 11-page, hand-written prison diary, reported to be the basis of his affidavit, includes a series of claims which if true would reveal an extraordinary insight into the rendition process practised by intelligence services. In the diary, Abu Omar tells of how he was grabbed by two Italians and bundled into a van in daylight. Subsequently he says he was flown to Egypt, thrown in a cell and tortured. He wrote: Here, they told me, the flies don't even come. When I asked for the toilet, they told me to go in my cell. There was an incredible stench. I remained there for six and a half months, at Amn El Dawla. The cell was without air, cockroaches and rats crawled over me. When the guard entered, I had to be on my knees or he would jolt me with an electric cattle prod. Abu Omar is currently being held at a police station in Alexandria, Egypt. His allegations were reportedly smuggled out of the Egyptian prison and given to Milan prosecutors by an Egyptian contact in Milan. They contradict the version of events presented in the Rome parliament by the Italian military intelligence chief, Nicolo Pollari, who said the kidnapping had been faked. The diary will be used as evidence in a court hearing involving 35 spies, including 26 CIA agents, all believed to have since left Italy, who are accused by prosecutors of participating in the kidnapping by Italian prosecutors of kidnapping. State investigators have also opened a separate inquiry into claims that Abu Omar was offered money on his return to Italy to keep quiet about his alleged ordeal. The diary paints a vivid picture of the various forms of torture he claims to have suffered, resulted in him losing his hearing in one ear and his hair and beard turning white. I write this testimony from the inside of this tomb. I am skinny, my illnesses are worse, I am in a critical condition., he wrote. To eat there was only stale bread, which was covered in sand which hurt the teeth. At the beginning, the guards stripped me nude and give me shocks with their cattle prods. In a statement on the issue that has triggered a controversy in Europe and across some Muslim countries, the Canadian group which is headed by Farzana Hasan, a Pakistani-Canadian, said the debate on the wearing of the face veil and the status of women in Muslim society is being waged primarily within Muslim society and is part of the battle for the heart and soul of Muslim communities worldwide. It quoted sociologist Mohammad A Qadeer as saying, Concealment of the face is neither religiously necessary nor socially desirable. He asked Muslim communities to reappraise this custom, before a scare about terrorists or a bank hold-up raises a public uproar against the niqab. Also quoted was Dr Yousuf al-Qaradawi of Qatar who said, It is not obligatory for Muslim women to wear the niqab. The majority of Muslim scholars and I do not support the niqab in which women cover their faces. While acknowledging that women have the right to dress as they please, the MCC pointed out that the rights of the individual have to be balanced with the rights of society. It argued that wearing veils, whether as an expression of religious identity, or as a means of political defiance, is not in the best interest of Canada's Muslim communities. Nor is it a requirement of the Islamic faith. The statement said, Tying religiosity and piety to face coverings is a twentieth-century phenomenon created by the Wahabbis in Saudi Arabia. Today, due to Saudi Arabia's oil wealth, and their funding of Islamic schools around the world - including Canada - they're managing to impose their irrational cult on Muslims in the western world. The Wahabbis are operating in defiance of what Muslims have known, taught and believed for hundreds of years. They're ignoring our Muslim heritage. They're targeting young Muslim women. The Wahabbis want everyone to believe that women should accept a second-class status. And they want women to believe that this segregationist ideology is something they've chosen for themselves. The group said it would be inconceivable for a man or a woman in a face mask to be employed in Canada as a police officer, a physician, a nurse, a school teacher, an airline pilot, a submarine commander, a judge, a lawyer, a bank clerk, as an office receptionist or even a store clerk. The face veil would create another obstacle to the economic empowerment of the Muslim community, which already faces discrimination based on the skin colour and accents. The Islamists are not fighting discrimination or solving problems. They're making it more difficult for us to progress. The statement said, We urge our Muslim sisters not to wear the niqab in public. It is not a religious obligation. It does not help us improve our marginalised status in Canadian society. In fact, the niqab makes the position of Muslim women worse. A bright and prosperous future for Muslims in Canada can best be ensured when we are seen as fully integrated into the fabric of Canadian society. We're not called on to give up any part of our faith, which is constitutionally guaranteed by the Charter of Rights and Freedoms. No face covering - whether veil, burqa or niqab - has any legitimacy as a religious practice for Muslims. Any attempt to conceal one's identity by invoking one's faith is unfair, and a disingenuous abuse of religion. Demanding the right to see everyone, while concealing one's own identity behind a mask, is unethical at best. And at worst, it's an arrogant attempt to demonstrate one's superiority. After the upheaval in the U.S. political landscape, America faces dramatic, challenging decisions By Bob Deans Cox Washington Bureau Published on: 11/10/06 Washington After stinging losses in Tuesday's elections and Wednesday's unexpected resignation of Defense Secretary Donald Rumsfeld, the Bush administration is considering all its options in Iraq. Some recommendations probably will be revealed next week when President Bush meets with former Secretary of State James Baker and former House International Relations Committee Chairman Lee Hamilton, co-chairmen of the independent Iraq Study Group. Baker and Hamilton lead a team that has studied the issue since March. One of the group's most active members is Robert Gates, tapped by Bush to be the next secretary of defense, replacing Rumsfeld, chief architect of Iraq war strategy. While no formal report is expected next week, a range of options is already taking shape. Whatever the study group recommends, Gates will soon be in a position to implement its key features. Here's a look at some options: OPTION ONE: STAY THE COURSE When U.S. troops come home: Unknown. With enough time and resources, advocates of this option maintain, U.S. forces can win in Iraq. The idea is to hold the country together and stave off civil war long enough for the elected Iraqi government to effectively organize the country and subdue insurgents. Pros: Holds out the possibility that Iraqi government might one day assume control. Success could enhance U.S. influence in the region. Cons: Many observers doubt this approach can succeed. U.S. losses would continue to mount, and U.S. credibility and influence would suffer worldwide. OPTION TWO: MAINTAIN THE GOAL, SHIFT TACTICS When U.S. troops come home: 24-36 months. Under this strategy, U.S. troops continue to assist Iraqi security forces, but with hard deadlines by which time Iraqis must assume responsibility. Pros: Sets a rough timetable for bringing U.S. forces home. Makes clear to Iraqi leaders the benchmarks they're expected to meet in securing the country. Cons: Enables Iraqi insurgents to gauge their efforts according to a set schedule. Insurgents could wait until U.S. forces pull back and then strike at less-capable Iraqi forces. A timetable could undermine the morale of U.S. troops in Iraq who remain in harm's way while the clock ticks down to withdrawal. OPTION THREE: INCREASE U.S. TROOP LEVELS When U.S. troops come home: Unknown. Many U.S. commanders in Iraq say they have always lacked the manpower needed to fully secure the country. Now, with 149,000 U.S. troops there, a recent focus on securing Baghdad has led to increased U.S. casualties and limited gains against insurgents. Another 10,000 to 50,000 U.S. ground troops could tip the scale, some analysts say. Pros: More troops could help ferret out insurgents and speed training of Iraqi forces, bringing closer the day when Americans could hand over the task of securing the country to Iraqi police and soldiers. Cons: Unless this approach is part of some innovative new strategy, the danger is that many Americans would see it as simply an escalation of U.S. involvement in a doomed mission. In Iraq, an increased U.S. troop presence could reinforce fears of a long-term American occupation . At the Pentagon, coming up with additional troops could be tough. OPTION FOUR: WITHDRAW U.S. FORCES BY NEXT YEAR When U.S. troops come home: By Dec. 31, 2007. Advocated by Sen. Joseph Biden, the Delaware Democrat soon to become chairman of the Senate Foreign Relations Committee, this approach sets a hard deadline for the redeployment of most U.S. troops, leaving behind a limited contingent. Pros: Begins the process of getting the United States out of Iraq in a concrete way, with a defined endpoint. Cons: A premature U.S. withdrawal could send Iraq into a tailspin, with the country plunging into a civil war that could lead to Iraq's breakup into Shiite, Sunni and Kurdish cantons. A failed state in Iraq or any part of it might then become a haven for al-Qaida or related terrorist groups and a base for efforts to destabilize much of the region. OPTION FIVE: GET TROOPS HOME IMMEDIATELY When U.S. troops come home: Within six months. There's no such thing as an immediate pullout. Logistically, U.S. forces could board their vehicles and bail out within 96 hours. They'd likely leave chaos in their wake. In reality, an immediate withdrawal would mean an orderly departure that would take three to six months in a process of handing over forward bases and other military facilities to Iraqi security forces. Pros: Caps U.S. losses and brings an end to an unpopular war that has become a recruiting tool for terrorist groups. Cons: High risk of increased violence, raising the prospect of a failed state in a

He later told foreign news agency that he based the figure on an estimate of 100 bodies per day brought to morgues and hospitals though such a calculation would come out closer to 130,000 in total. It is an estimate, al-Shemari said. He blamed insurgents and criminal gangs for the deaths. Hassan Salem, of the Supreme Council for the Islamic Revolution in Iraq, or SCIRI, said the 150,000 figure included civilians, police and the bodies of people who were abducted, later found dead and collected at morgues run by the Health Ministry. As al-Shemari issued the startling new estimate, the head of the Baghdad central morgue said he was receiving as many as 60 violent death victims each day at his facility alone. Dr. Abdul-Razzaq al-Obaidi said those deaths did not include victims of violence whose bodies were taken to the city's many hospital morgues or those who were removed from attack scenes by relatives and quickly buried. Al-Obaidi said the morgue had received 1,600 violent death victims in October, one of the bloodiest months of the conflict. The poll of 13,485 voters was taken at selected precincts nationwide on Election Day and has a margin of error of plus or minus 1 percentage point. IRAQ APPROVAL: More than half of voters, 55 percent, said they disapproved of the war in Iraq, and they were far more likely to vote for Democratic House candidates. A quarter of conservatives and almost as many Republicans disapprove. U.S. SECURITY: Six in 10 said the war in Iraq has not made the United States more secure. Those voters were far more inclined to vote for Democratic candidates. More than eight in 10 Democrats and seven in 10 independents felt that way. BRING TROOPS HOME: More than half of voters, 55 percent, favored bringing some or all troops home from Iraq. A fourth said the U.S. should withdraw some troops and three in 10 said all troops should be withdrawn. More than eight in 10 Democrats said some or all troops should be withdrawn while six in 10 independents felt that way. A fourth of Republicans want to withdraw some or all of the troops from Iraq. Dame Eliza Manningham-Buller said in comments on Thursday that led television news bulletins late on Thursday and early editions of Friday's newspapers that MI5 was aware of nearly 30 plots to kill people and to damage our economy. The risk to Britain was sustained ... not a series of isolated incidents and the serious, growing threat ... from terrorism would last a generation, she added. Her assessment, made in a rare public speech, came after Dhiren Barot, an Indian-born British Muslim convert, was jailed for life on Tuesday for plotting to kill thousands of people in devastating attacks in Britain and the United States. Barot, 34, who was told by a judge at Woolwich Crown Court, southeast London, that he would have to serve at least 40 years behind bars, planned suicide attacks and atrocities involving a radioactive dirty bomb. Tony Blair, the British prime minister, and his government have repeatedly denied a link between extremism and British foreign policy. Speedy radicalisation Manningham-Buller said MI5's caseload of British-based terror sympathisers - many of them British citizens - had increased by 80 per cent since January and she was alarmed by the scale and speed of radicalisation. Martyrdom videos of suicide bombers were motivated in part by their interpretation as anti-Muslim of UK foreign policy, in particular the UK's involved in Iraq and Afghanistan, she told academics in east London. Today my officers and the police are working to contend with some 200 groupings or networks, totalling over 1,600 identified individuals - and there will be many more we don't know - who are actively engaged in plotting, or facilitating, terrorist acts here and overseas. Manningham-Buller said: What we see at the extreme end of the spectrum are resilient networks, some directed from al-Qaeda in Pakistan, some more loosely inspired by it, planning attacks including mass-casualty suicide attacks in the UK. Nuclear material The MI5 director-general was quoted as saying that while home-made, improvised explosives may be being used today, chemical, bacteriological, radioactive and even nuclear material will be used in the future. Manningham-Buller also expressed concern that many involved were young men and teenagers as young as 16. More and more people are moving from passive sympathy towards active terrorism through being radicalised or indoctrinated by friends, families, in organised training events here and overseas ... she added. It is the youth who are being actively targeted, groomed, radicalised and set on a path that frighteningly quickly could end in their involvement in mass murder of their fellow citizens or their early death in a suicide attack or on a foreign battlefield. High alert Britain has been on high alert after the July 7, 2005, bombings on London's public transport network that killed the four Muslim suicide bombers and 52 commuters and injured more than 700. There was an alleged attempt to replicate the attacks two weeks later while on August 10 this year, police and security services foiled what they said was a plot to blow up transatlantic passenger jets using liquid explosives. The head of counter-terrorism at London's Metropolitan Police, Peter Clarke, said in an interview broadcast in September that thousands of British Muslims were under surveillance for direct or indirect involvement in terrorism. Media and the opposition have decried the cost of the visit. His resignation is not the solution. As overdue and as welcome as his departure as defense secretary is, it is at best an incomplete response by President Bush to the strong message of disapproval from Tuesday's elections. Bush said Wednesday that the electorate's swing toward Democrats was a means by which voters could register their displeasure with the lack of progress in Iraq. That's at least a vast understatement and possibly a major misunderstanding. Voters want a swift disengagement, and if that includes something that can be defined, as Bush insisted Wednesday that it must be, as victory, well, fine. One of Bob Gates' most urgent duties as Rumsfeld's designated replacement, as unwelcome as it may be to such a consummate analyst, will be to attempt to redirect the White House's failing perception of the U.S. public's disgust with the continued fighting. It's accompanied by the administration's apparent preference for not doing much in response. That is a tall order. But then, and perhaps only then, can Gates provide worthwhile counsel on the failing direction of the war. Gates, now president of Texas AM University, may have thought that his project to rebrand Aggieland was daunting, especially as some old boys believed no redesign was necessary. Imagine what it will take to rebrand a war in Iraq that has helped to deliver a Democratic majority in both chambers of Congress for the final two years of a Bush administration. Gates' views on his College Station project are laid out in the cover story of the November issue of Texas Monthly. The headline is Agent of Change. It will verge on the miraculous if by the end of the Bush administration a magazine piece on Gates' time at the Pentagon can carry the same caption. The Texas Monthly piece details how Gates got to AM and the role in the maneuver of retired Air Force Gen. Brent Scowcroft, who was national security adviser to President George H.W. Bush. (Are you rushing ahead of me on the irony?) Gates spent almost three decades at the Central Intelligence Agency and National Security Council, where he was a Scowcroft deputy. Scowcroft is perhaps the best known critic of the Iraq war from within the Bush-41 administration. This is not to say that Gates shares Scowcroft's views. We will get to investigate that as the confirmation process advances. Perhaps the most interesting reaction of President Bush to the Republicans' thumpin (his word) or whoopin (the description from former House Majority Leader Tom DeLay) was his turning Wednesday to a seasoned adviser to his father (and other presidents of both parties). It will be Gates' thankless role to help clean up the mess in whatever way that he can. He was already on the program as a member of the Iraq Study Group, a panel whose upcoming report could provide Bush cover for clearly warranted major course corrections in Iraq. The panel is chaired by former Secretary of State James A. Baker III, an even closer associate of the Bush family who undertook the job only after explicit backing for the project by the current president. Baker has signaled that whatever specific recommendations the group may make, one of them will not be stay the course. That option took a beating at the polls and Bush sought at least to redefine the concept in his post-election news conference. Somehow it seeped in (the voters') conscience that my attitude was just simply 'stay the course,' Bush said. 'Stay the course' means, let's get the job done, but it doesn't mean staying stuck on a strategy or tactics that may not be working. So perhaps I need to do a better job of explaining that we're constantly adjusting. ... (W)e're constantly looking for fresh perspective. That's been very difficult to tell, especially in the tasteless campaign by the president and Vice President Dick Cheney to demonize Democratic opponents of the war. But fresh perspective will certainly be near the top of Gates' tasks. Gates' confirmation hearing will provide, as it should, a chance for a close examination of the administration's war policies and his views. If Gates, on his own or in concert with the Baker commission, can provide a fresh perspective on which Bush is willing to act, it will be the best service that either has provided in their years of advising the Bush family and the nation. Among the new faithful are intellectuals, scientists, priests, and artists, young and old, from different parts of the globe. They are from among the fortunate who have educated themselves about Islam and refused to let the media and peer pressure cajole them into following baseless lies about their Creator and the relationship that He demands. Their testimonies however, only represent a drop in the ocean since every day hundreds of people are converting to Islam from all around the world. Each year, about 20,000 people in the United States alone convert to Islam, and this number is quickly rising. This is in addition to those who convert in prisons, according to a study conducted last year by the Council on American-Islamic Relations. And it's not just the West. The Islamic Center in Setagay-ku, a hub of Islamic activity in Tokyo, registered over 80 new members this year, the majority Japanese women. In a few years, Islam will be the religion with the largest number of followers on Earth, superseding Christianity. Yet, there exists a number of false widespread ideas about Islam. Often, these ideas are the result of ignorance, prejudice, or simple old-fashioned propaganda. Although anti-Islamic headlines greet us every morning, it is important for non-Muslims and Muslims alike to filter out the irrelevant. A person who is unfamiliar with Islamic teachings might be surprised to hear that Islam does not rely upon blind faith to make its case, but rather, encourages us to use our minds. For example, the Holy Quran invites us to ponder upon the wonders of creation, and challenges us with intellectual arguments. Further study of the Holy Quran demonstrates that sound reasoning and scientific knowledge confirm rather than contradict authentic revelation. Contemplating the Holy Quran and our surroundings, help us to distinguish truth from falsehood. Indeed, one of the many unique aspects of Islam is its ability to satisfy the intellect whilst bringing peace to the soul. And this is exactly why thousands around the globe are turning to Islam, simply because they are in need of their Lord. Allah says in the Holy Quran, O mankind! It is you who stand in need of Allah, but Allah is Rich (Free of all wants and needs), Worthy of All Praise. (35:15). After reading this verse, the intellectuals realise that man can have no better guidance than that which comes from the One Who had perfected everything, and the One who has no deficiency in Himself and in His Attributes. The One Who is Ever-Living and Who does not die. There can be no one better than the One Who has no need for anything; the One Who is rich; the Giver; the One who, after all, controls man's soul. Man is so poor and in complete need of Him. He is Allah (SWT), the True and only God. Man does nothing but brings harm to himself if he seeks other than Allah for help. Allah is the One Who can help man drive away any harm for it cannot occur without His Will and His Power. Our senior leadership did this to Iraq, to ourselves and to our allies. America is losing a battalion's worth of dead and wounded Americans (as many as 800 men and women) every month and spending up to $2 billion a week on a failed strategy. We are hemorrhaging our national treasure in blood and dollars without anything of relevance to show for it. The Bush administration continues to get the strategy wrong and to understate the magnitude of the task in Iraq. Most congressional Democrats do not recognize the gravity of the threat, and their Republican counterparts long ago abrogated their constitutional responsibility to oversee the executive branch. Congress has allowed the administration to fight what has essentially been a secret war and to deceive all of us about its supposed causes, progress and cost. If we permit this to continue, we will guarantee that we fail. Victory will require the kind of leadership, sacrifice and commitment that Americans have not demonstrated since World War II. Our national security is at stake, and it is past time for change. Failure in Iraq would doom the Middle East to a wider conflict that would pit Sunni Muslims against Shiites; Kurds against Arabs, Turks and Iranians; nation against nation and ultimately threaten Israel. Failure would injure the United States in ways that we cannot fathom, and in the end it would cost far more than it would to save Iraq. It is not too late, however. Victory is nonnegotiable, and we must finish what we started in Iraq with new leadership and a new strategy. We no longer can fight this war on the cheap. There is only one rational solution: Employ a bold new strategy to change the dynamics on the ground in Iraq as quickly as possible. Allow me to offer an alternative strategy and way ahead for debate in the days and weeks ahead. 1. Fix Iraq's huge unemployment problem. Since America cannot increase troop strength in Iraq fast enough, the only alternative is to deny the insurgents an enormous manpower pool by drafting large numbers of combat-age Iraqi men into national service and paying them attractive wages. The vast majority of insurgents are not hard-core ideologues, but unemployed Iraqis desperate to support and protect their families. Devise a draft system that tribal sheiks support, and which screens and enlists large numbers to serve their country either in the military or in jobs programs designed to put the country back together. Victory is inextricably linked to the rule of law, jobs, dignity, changing attitudes, improving the quality of life and giving the Iraqi people alternatives to the insurgency. 2. Give tribal sheiks incentives to be part of the solution. This will encourage them to cooperate with the Iraqi government at a price that pales in comparison to the amount of money we are wasting today. Recognize that the sheiks wield enormous influence, and that an Iraqi identifies first with his or her tribe, then ethnic origin (Arab or Kurd), then religion (Sunni or Shiite). Iraqis may or may not ever have an Iraqi national identity, so the tribal structure must play a major role in whatever form Iraqi representative government takes. 3. Secure the borders with Iran and Syria and stop the flow of support to the insurgency from both countries. Consider recruiting a special border security force of 100,000 or more by hiring ex-military from NATO contributing nations and/or give the Saudis, Jordanians and Egyptians, who already have an enormous stake in stabilizing Iraq, incentives to provide forces. The rule of law can never take root in Iraq until its borders are secure. 4. Get serious about standing up the Iraqi security forces. This is our No. 1 challenge in Iraq; we must embrace it as our main effort. Any Iraqi government will necessarily depend for its survival upon its own security forces and the rule of law. Pour into the Iraqi army, police and border security forces the right quantity of resources so they can fight the insurgency on a level playing field. Select our very best officers and noncommissioned officers to embed with Iraqi security forces and equip the Iraqis to succeed with everything they need, including armored vehicles, heavy weapons, ammunition, and most importantly, unity of effort. 5. Until the Iraqi security forces can take control, get a sufficient number of coalition troops into Iraq to establish security as a precursor to the rule of law. Tens of thousands additional coalition troops may be required. There can be no sanctuary for terrorists and militias in Iraq, and the practice of shifting forces from one province to another does not work and defies counter-insurgency doctrine. For nearly

Airports across India were put on high security alert yesterday following an anonymous warning that Al Qaeda was targeting southern airports in Tamil Nadu and Kerala, the government announced yesterday. The Civil Aviation Ministry sounded the countrywide alert after the Trichy airport staff found an anonymous letter in Tamil on Wednesday warning of possible Al Qaeda strikes, Ajay Prasad, Secretary in the ministry, said yesterday. The letter said that Al Qaeda would be targeting airports in Tamil Nadu and Kerala. We have strengthened the security measures and are not taking any chances, Prasad told reporters here. The Central Industrial Security Force (CISF), which provides security to all civilian airports, had earlier said the specific threat was directed at six of the airports in the country's south: Trichy, Madurai, Chennai, Coimbatore (all Tamil Nadu) and Thiruvananthapuram, Kochi and Kozhikode (all Kerala). Prasad said the handwritten letter was found in an envelop in a room under construction at Trichy airport. An airport employee found it and handed it over to the airport director, he said. Right now we cannot say categorically that it is a hoax. The intelligence agencies are looking into it, he added. Security was beefed up immediately. He said the ministry was in close touch with intelligence agencies and other law enforcing agencies. In Chennai, the purported threat prompted Tamil Nadu Chief Minister M Karunanidhi to review security across the state. Police sources said the threat might be linked to the death sentence passed against deposed Iraqi leader Saddam Hussein. Several cities in Tamil Nadu have seen large protests against the verdict. Authorities in Tamil Nadu put in place stringent security procedures. Visitors were not allowed into the waiting area. Police dogs were deployed in the airports. The security measures included special checks just before embarkation, increased security around airports, additional baggage screenings and a bit of passenger profiling, sources said. The letter was first found by a cleaner, who threw it away, but it was later rediscovered. Security agencies were alerted and called an emergency meeting, Chennai Airport Director S Sreekumar told reporters. Although we have received similar threats in the past, this time as the letter particularly mentioned car bombs, we could not take it lightly, Sreekumar added. The present law and order situation is satisfactory. But since I think it can be maintained in a much more better manner, I have been frequently meeting senior officers, Chief Minister M Karunanidhi told the media in Chennai. In Thiruvananthapuram, Arun Kumar Sinha, the Inspector General of Police, said airport authorities in Kerala too were on high alert. Every passenger arriving or departing from the airports (Thiruvananthapuram, Kochi and Kozhikode) is being frisked, he said. We are leaving nothing to chance. Following Iran's refusal to halt uranium enrichment, European powers have proposed a draft UN Security Council resolution on sanctions against the country, which the United States wants toughened, but which Russia and China want reduced. Specifically, Moscow rejected clauses introducing broad sanctions on Iran's nuclear and missile programs and restricting the supply of fuel to the Bushehr nuclear plant, which Russia is building in southern Iran. A group calling itself Friends of Muhammad accused a local Palestinian Christian of selling mobile phones carrying offensive sketches of the Muslim prophet. The message went on to curse all Arab Christians and Pope Benedict XVI, still struggling to calm Muslim outrage from his remarks on Islam. While neighbors defended the merchant --- saying the charges in the flier were bogus --- the frightened phone dealer went into hiding, feeling less than satisfied with authorities' conclusion that the Oct. 19 note was probably a harmless rant. Now the dealer is thinking of going abroad. Call it part of a modern exodus, the steady flight of the tiny Palestinian Christian minority that could lead, some predict, to the faith being virtually extinct in its birthplace within several generations --- a trend mirrored in many dwindling pockets of Christianity across the Islamic world. This is one of the major themes the pope is expected to carry to Turkey for a four-day visit beginning Nov. 28 --- his first papal visit to a predominantly Muslim nation. The Vatican calls it reciprocity: Muslim demands for greater sensitivity from the West must be accompanied by stronger protections and rights for Christian minorities. In some places, such as Pakistan, it means more safeguards from extremist attacks. In Indonesia and elsewhere, it touches on appeals to quell growing sectarian clashes. In Turkey, Iraq and the rest of the Middle East, it seeks to preserve communities dating back to the time when Jesus and his apostles preached. But nearly everywhere in Muslim lands, Christian populations are in decline. No place is this more striking than the Holy Land. For decades, it was mostly economic pressures pushing Palestinian Christians to emigrate, using family ties in the West or contacts from missionary schools. The Palestinian uprisings --- and the separation barrier started by Israel in 2002 --- accelerated the departures by turning once-bustling pilgrimage sites such as Bethlehem into relative ghost towns. The growing strength of radical Islamic movements has added distinct new worries. During the protests after the pope's remarks in September, some of the worst violence was in Palestinian areas with churches firebombed and hit by gunfire. Most of the Christians here are either in the process of leaving, planning to leave or thinking of leaving, said Sami Awad, executive director of the Holy Land Trust, a Bethlehem-based peace group. Insecurity is deep and getting worse. The native Palestinian Christian population has dipped below 2 percent of the West Bank, Gaza Strip and Arab East Jerusalem, down from at least 15 percent in 1950 by some estimates. Meanwhile, the Muslim Palestinian birthrate is among the highest in the world. Dire predictions abound. The Franciscan Foundation for the Holy Land said Christians could become extinct in the region within 60 years. It certainly doesn't look good for us, said Mike Salman, a Palestinian Christian who has conducted studies on demographic trends. A walk along Shepherd Street puts a face to the lament. Hannah Qumsieh spends his days playing online poker, fretting about unpaid bills and trimming his lemon trees at his house overlooking the field where the Bible says an angel told shepherds of the birth of Jesus. Qumsieh retired from the Palestinian tourism office last year, but has received no pension checks since the militant faction Hamas won elections in January and the West slashed aid to the Palestinian Authority. If I had money to leave, I would, he said, casting a glance at the newly built white-stone house next door in Beit Sahour, one of the last Christian-dominated enclaves in the West Bank. Bethlehem, just up the hill, is now less than 20 percent Christian. A day earlier, Qumsieh's eldest son turned over the house keys to tenants and took his family to Chile. Down the road, a Christian restaurant owner, Ibrahim Shomali, is selling what he can before he leaves with his wife this month. They will head for Flint, Michigan, to join his brother and hunt for work in one of the most economically depressed areas of America. Shomali also will leave a stack of paperwork for his lawyer, who is fighting a group that took control of land that Shomali insists has been in his family for more than a century. Christians claim Muslim gangs routinely try to seize Christian property using doctored documents, but Palestinian authorities say it's random lawlessness in areas where land deeds are not registered. Here is where Jesus was born and over there, across the hill in Jerusalem, is where he was crucified, Shomali said. We Christians now feel like we are on the cross.
