Mainly Ethiopia. I integrate the map of Ethiopia which is around 50 MB.. No
if you zoom out or GPS is not yet ready, you are lost in empty space. For
this reason I would like to have a very simple world-basemap, just so that
the screen is not empty. Would also be interesting to be distributed with
the standard OsmAnd i suppose ...

What I've done earlier is making a "world map" of Western Europe, which is
where I drive. That makes a substantially smaller map but still much bigger
than your preferred size.
When you are talking about bad and expensive internet I assume that that is
either South-America or Africa.
Those maps are much smaller anyway compared to North-America and especially
Europe.

So for which region is it?

There is not 1 script doing that. It is a combination of scripts using
several files merging them in a world map.
There is definitely not a step-by-step tutorial.

You can take a look in the OsmAnd tools repository in the obf-generation:

Check the basemap folder. The scripts are using the data from natural
earth: http://www.naturalearthdata.com/downloads/110m-physical-vectors/

But short answer: Don't bother to try. If you take the lowest resolution
files (1:110m physical vectors), it will take you hours and hours
manipulating data. If you want coast-lines, country borders, oceans and
physical labels (country and major city names), you will not be able to
stay below 1M. I guess you will be in the 3-5M size range.

Adding lakes and rivers will only slightly increase it.

I need a simply world basemap - but in much smaller size then the standard 
one.

Now I am wondering what is the generation script for the current base map? 
Is this publicly available so I can base on it?

I am targeting a size of around 250 KB - 1 MB - i.e. very rough country 
borders and the country names, maybe additionally the capitals.
