Usually not a lower quality, it's much more insidious than that. It will 
be exactly the same product except the model number will be a tiny bit 
different.  Thus when they offer to meet their competitors price, they 
can point to the model number and say, "We don't have honor that, 
because it's not the same model..." That's not to condemn Walmart 
exactly, Best Buy is more likely to actually do that, but they both 
often have their own model numbers for the same item usually with WA or 
BB appended to the end.  In this case since they're both advertising the 
same model number and have exactly the same price, I doubt that there's 
any difference between the items at all.

I see that this model is discontinued at B, so, I suspect it might 
be at the end of its life-cycle, and that's the reason for such a 
deep sale.



BTW, if you are curious,  from what I've read  SE2717HR comes with 
HDMI cable, while SE2717H comes with a VGA cable, but the rest is the 
same.

This is a budget, but seemingly reasonable quality IPS monitor with 
Full-HD resolution (1920x1080).

(I haven't use it myself.)
Its gamut almost covers SRGB, - you can see a nice review of it
on TomsHardware:

According to that review, - one of the positive things is that you 
get an
excellent out-of-box color accuracy. (This might be important for 
those who are not using screen calibrators.)

so if your computer uses DisplayPort, you'd need some adapters...

This monitor is in the category of gaming ones. I suspect that it's 
there because it has a relatively fast (for IPS) response time. But 
it seems rather suitable for general needs as well as photography 
(if you don't need wider gamut).
