Which is one of the reasons to use Copper, it oxidizes to the green/blue 
patina, then stops.  Most find the color pleasant, while at the same 
time minimizing maintenance.  I expect that the new lamps are black 
enamel and gold leaf, which will require periodic cleaning polishing and 
renewal to continue to look good.  The US government has always been 
good at spending money, lately it's become expert at it.

These lamps look like they have been recently cleaned and polished.  I
doubt they will be allowed to fade into green patina, like these on
the same building some time ago:

renamed the Ariel Rios Federal Building in 1985,
