Happens all the time 'round here.  Last occurrence I heard of here in St. Paul 
resulted in the guy getting fried.

A bit of hyperbole, lets relax the criteria and set the distance at 
approximately 200 miles and at least 5 of those are within that radius.  
About three hundred and we're talking about 10,  but then again I live 
less than 30 from the Submarine base in Groton/New London, and at any 
time there are 5 or 10 mobile reactors either in the process of arriving 
leaving or being refueled.

Back in the Early 1990s, my son was a physics major at Valparaiso
University in Indiana, and was an intern on a NASA-funded research
project.  When I visited, I was shown their subcritical nuclear
reactor, which apparently is still there:

There used to be one about half a mile up the road from here in the Royal
Naval College for the students to play with. When they decommissionned it in
1999 they removed 270 tons of nuclear waste.

Weapons grade is in the eye of the beholder.   It makes a much better 
headline from the standpoint of an editor trying to attract eyeballs 
than the absolute truth.
