You should be able to set it with the Config Editor. Select Tools/Options/Advanced and click the Config Editor button. Click the button that says I'll be careful. I promise. In the Filter: box type mail.compose.wrap. One of the Preference Names should be mail.compose.wrap_to_window_width. It will likely default to false. If you double click the preference, it should change to true and the next time you compose a message the text you type will fill across the window. I think.
