Shipowners and operators will require those who have taken generic training to be capable of demonstrating, in full, the competencies required by the IMO. They have now endorsed this guide demanding a thorough generic training course (unlikely to be less than the IMO recommended 40 hours) and effective familiarisation of on board equipment for all watchkeepers prior to taking charge of a navigational watch. The industry has emphasised the need for watch-standers to demonstrate all IMO identified competencies and to maintain these competencies – including familiarisation with any updates or alterations. NI president James Robinson said: ECDIS is a complex system and will be one of the most essential tools for supporting mariners in their efforts to ensure the safety of navigation and protection of the marine environment. Shipowners must not assume that an ECDIS course certificate is enough to ensure safety and Shipmasters should work with their bridge teams to ensure that ECDIS best practice and company procedures for familiarisation and use of the ECDIS are continually maintained. The guide also makes recommendations to ensure that watchkeepers remain competent and that other industry stakeholders such as trainers, inspectors and auditors are capable of assessing such competence. The guide has been compiled by an industry group made up of leading international shipping industry organisations, co-ordinated by NI. It covers issues regarding training and competency for ECDIS and helps interpret IMO requirements for ECDIS training. Discrepancies have arisen between flag states' regulations and training that is aimed at meeting the IMO standards. These have led to a concern that training might risk not meeting the minimum standards, the NI said. There are two key dates for ECDIS this year – in January 2012 ECDIS Training came into force as part of the STCW 2010 Manila amendments and, from July 2012, mandatory carriage requirements start to be phased in. The organisations behind this guide want the industry to understand that ECDIS must be taught in the context of navigation, rather than just ECDIS operation. Shipowners and operators will require those who have taken generic training to be capable of demonstrating, in full, the competencies required by the IMO. They have now endorsed this guide demanding a thorough generic training course (unlikely to be less than the IMO recommended 40 hours) and effective familiarisation of on board equipment for all watchkeepers prior to taking charge of a navigational watch. The industry has emphasised the need for watch-standers to demonstrate all IMO identified competencies and to maintain these competencies – including familiarisation with any updates or alterations. NI president James Robinson said: ECDIS is a complex system and will be one of the most essential tools for supporting mariners in their efforts to ensure the safety of navigation and protection of the marine environment. Shipowners must not assume that an ECDIS course certificate is enough to ensure safety and Shipmasters should work with their bridge teams to ensure that ECDIS best practice and company procedures for familiarisation and use of the ECDIS are continually maintained. The guide also makes recommendations to ensure that watchkeepers remain competent and that other industry stakeholders such as trainers, inspectors and auditors are capable of assessing such competence. TAIWAN berbendera PANAMA Berita selngkapnya ada dbawah ... = Taipei (ANTARA/CNA) - Seorang anggota awak kapal kargo Taiwan berbendera Panama ditembak mati ketika kapal itu diserang oleh perompak Somalia pada awal bulan ini, kata Departemen Luar Negeri di Taipei Senin. Penembakan itu terjadi sekitar 100 kilometer di lepas pantai kota Nigeria Lagos pada pagi 13 Februari, kata kementerian itu. Perampokan itu juga merenggut nyawa salah seorang awak kapal non-Taiwan yang bekerja di kapal itu, yang katanya milik Taiwan perusahaan, kata kementerian tersebut. Beberapa waktu lalu, awak kapal nelayan Taiwan melawan perompak bersenjata Somalia untuk merebut kembali kapal mereka yang dibajak di lepas pantai Afrika Timur, kata pihak bewenang Taiwan. Kapal Chin Yi Wen berbobot 290 ton dengan awak 28 orang yang mencakup sembilan warga China, delapan Filipina, enam Indonesia dan lima Vietnam kehilangan kontak sejak Jumat, kata kementerian luar negeri. Namun, awak berhasil mengatasi enam perompak bersenjata dan menguasai lagi kapal mereka. Seingat saya, baru kali ini para pelaut dari satu kapal nelayan yang dibajak perompak Somalia berhasil membebaskan diri mereka sendiri, kata Tsay Tzu-yaw, juru bicara Badan Perikanan Taiwan, kepada AFP. Perompak-perompak Somalia itu jatuh ke laut, kata Tsay, mengutip perusahaan pemilik kapal nelayan itu, dan rincian mengenai perlawanan awak dan nasib keenam perompak masih belum jelas. Tsay menambahkan, tiga pelaut mengalami luka-luka ringan dan kapal itu dan menuju perairan Seychelles. Perompak yang beroperasi di lepas pantai Somalia meningkatkan serangan pembajakan terhadap kapal-kapal di Lautan India dan Teluk Aden meski angkatan laut asing digelar di lepas pantai negara Tanduk Afrika itu sejak 2008.
