like everything disabled from cmake except the few kcms?

I'd say that we must require frameworks to be thorough in their
multiplatform perspective and it's configurability.

If an application needs a KCM to work properly, it should be provided
by the framework, or otherwise the framework is crippled outside of
Plasma.

I think we should not go down this route again. We have been there and saw it 
was bad. In the end it means turning the primary windowing system  we target 
(X11 and Wayland) optional. We don't have the resources to ensure that such 
combinations build, less even work. But at the same time it would increase 
development cost for everybody as we run into weird issues with compile 
failures, weird runtime bugs due to thinks which should be compiled with X11 
not having X11, etc.

I agree with what Aleix wrote: if a framework needs a KCM to be useable it 
needs to be in the framework.

I haven't tried out Windows 8, but I have read all their technical
documentation regarding the implementation and architecture. We have
some work to do :) But lets not make this thread about that. The end
result is that Baloo is only for linux.

Well, I wouldn't remove the possibility to have a *free* and
opensource search solution available on Windows, even if there are
other solutions that seem to be far better; There should be a really
really good reason for that, there won't be users cannot even count as
an argument.
There will be people in the future that will attempt to get everything
running on Windows as well, I am pretty sure of that, and then this
decision will only make their way unnecessarily harder.

What's so superior about Windows search? To me Baloo seems superior :P
I've been using Windows for years and since XP, search rarely works
correctly, I mean sometimes it doesn't find files which are there or
doesn't find
string even if it is inside a file so I actually use [1] TextCrawler
which is best
search tool I've found.
