I am afraid that if cups http interface does not respond properly - it will
likely not be able to be configured this way - most of the content is
active - not in files.

In any case - you could always try to navigate to URLs as if they would be
on your desktop to list/add printers.

I think I understand that. What I can't figure out is how to navigate to
it.  When I point my browser to localhost:631, where is it looking? There
has to be some kind of index.html or something to generate the main web
page. There has to be some kind of source file. The links on that page for
the various instructions point to localhost:631/help/, but when I
click on them, it says "Not Found". I have found the various files at
/usr/share/cups/doc-root/help/ and I can point the browser at
/usr/share/cups/doc-root/help/overview.html and read the page. However for
actions like "Adding Printers and Classes" the link says
localhost:631/admin. Like everything else, clicking on that returns "Not
Found". Admin has to be  a file, link, command, something, but what and
where? If I knew where it was, maybe I could find it, navigate to it, and
move on.
It is looking like hplip is my main problem. Looking at my other computer,
it looks like hplip isn't even installed, that it is only using cups. Maybe
I need to remove hplip and just use cups. Maybe I need to reinstall cups.
If I can figure out how to do that.

The setup pages are likely active pages - meaning - you are looking for
script or executable generating the HTML displayed by the browser.

Without further digging (it is too late now), I am not sure what the
executable is - it is using template to format the page in :
/usr/share/cups/templates/admin.tmpl on my system.

I do not have a printer configured to find where in /etc/cups is the
printer config. You probably do not have /etc/cups on the Chromebook anyway.

As I said before, I do not have Chromebook, but in chrome
browser-settings-advanced-Printers

It brings a dialogue which looks very much like customized cups frontend.

There is also Google Cloud Print, which could be helpful.

I'm not sure why people are talking about a Chromebook. I don't recall ever
mentioning chromebook.

I am running Mint 18.3 on an HP desktop I got from Free Geek about two
years ago.

Everything was working fine until I changed routers about six months ago
and had to change the ip address for the printer. Nothing related to the
printer has worked right since.

I don't know how Mint does things so my thoughts might not apply.

This looks like a local, LAN, issue. Do you have an /etc/hosts file or does
your router hand out local IP addresses via dhcpd?

Can you ping the printer's IP address or hostname?

Do you have an /etc/resolv.conf file? If so, what sayeth it?

The Chromebook may be mix up - someone was seeking help with printing on
wrong paper size from Chromebook, and the printer did not like that.

It has nothing to do with the network. It is  a problem with  printing from
this computer. I can ping the printer and I can bring up the printer
config/status web page. It is not communication. It is an hplip/cups issue.

Yes, this is a continuation of the original issue.

To recap:
About six months or so ago I replaced my router, which required changing
the IP address on my printer. After the IP address change, the print became
washed out with a yellow/greenish tint. At first I thought it was a printer
problem. Later, I discovered that it printed fine from my other computers.
It was suggested several times it may be a driver problem. I had asked how
to update or otherwise fix the driver problem, but got no replies. I got by
with it for a while as the colors were not a big issue at the time.
Recently, I had to change routers again, with IP address changes as well.
>From several other sources I was recommended to visit a web page that
discussed updating hplip. I followed the instructions there and installed
the latest version of hplip. The installation removed the previous version
of hplip and my previous printer information. Following the listed
procedure, it progressed fine until it started the printer install. Once it
discovered my printer, it said a special binary plugin was required and
proceeded to install it. The installation was successful, but it again said
the binary plugin was required. This repeated a number of times, plugin
required, install plugin, plugin installation successful, plugin required,
install... ad nauseum. Some Internet searches revealed many people had
experienced this behavior over at least eight years, but the complaints
were never answered or solved.

So, I tried to use cups and skip hplip. The various instructions all say to
go to localhost:631 for the web interface to cups. I verified cups is
installed and running. When I bring up the web interface, the opening pages
displays fine. However, any local link I click on simply goes to a page
that says "Not Found". Remote links to forums, cups websites, etc. all work
fine. There are a variety of help files, which I located at
/usr/share/cups/doc-root/help/. I can browse directly to that folder and
display the various helpfiles directly, but not through the localhost:631
home page. The  add printer command Adding Printers and Classes
(localhost:631/Admin) also says not found.

Now, neither hplip nor cups seem to be able to add my printer and I cannot
print at all from this computer. I think my next step might be to try to
remove hplip completely and reinstall cups and go that route. My other two
Mint computers do not seem to have hplip installed but only use cups and
they print just fine.

We'll see.

I managed to dump hplip. I reinstalled cups with
$ sudo apt install cups
and that seemed to go well. At least now the web interface is working
properly.
I go to Add Printers and Classes from the web interface and select Add
Printers.
It shows my printer listed twice. One choice shows the connection as
dnssd://HP%20Color%20LaserJet%202600n._pdl-datastream._tcp.local/
The other option says:
socket://192.

Common problem. What you are seeing is not an unusual way for cups to fail.
There are a lit of fiddly settings that have to be set and if one of them
is out of line, it all fails.

One of the reasons you won't find a huge amount of meaningful advice online
is because this is a difficult problem to troubleshoot via the internet.
You need to reproduce the setup from your other machines on this one.
Simply changing the protocol may not be enough.

Normally when you add the printer from scratch, you select the protocol,
and it walks you through the other settings based on that. I've run into a
lot of problems when attempting to change them after the fact.
