Go to this URL and click on the name of the printer that isn't printing 
and look to see if there is an error showing.  I've found that CUPS is 
VERY good at telling you about what is wrong.

and then I go to cancel the job in CUPS and it says I am unauthorized so
then I print a test page which does not print. I wind up canceling the
document print from the print icon in the taskbar but the test page does
not show as a job there but it is listed in CUPS.

OK.. you need to resume your print queue.  Until you do all the print 
queue will do will queue up jobs, but they will never print. Once the 
print queue is resumed anything that is in the queue will start to print.


I can't remember which desktop you are running, but on KDE you can 
pause/resume the queue by clicking on the list double bar or triangle on 
the right side of the name of the printer when you click the little 
printer icon in the system tray.   Wherever it is, it must be easily 
clickable, because you probably accidentally clicked it at some point.

I remember having the same problem at one time. Found out it was my printer 
that had the problem. Found my ink cartridge wasn’t working and ended up 
cleaning it and put it in and restarted my printer and worked fine.

I’m just saying what my problem was. Did you run a diagnostic on your printer 
to see what it finds. I still think your problem is within your printer or 
cable connection.

I'm sure it's not your printer.  You print queue is paused, and it needs 
to be resumed so that it will send print jobs to your printer again.

Why wouldn’t it be the printer. The queue paused because it detected a problem 
on the printer hardware.

Because CUPS is saying queue is paused.  The queue doesn't get paused 
from printer errors, only from pausing it.
The other piece of evidence that the printer is fine is that he can't 
print to it from another computer.

okay... I got all of the queues cleared (the ones in CUPS and the ones in
the system tray) but CUPS still says it is paused (I can't get help from
the mint forums, my password doesn't work and each time I reset it the new
one isn't recognized).

The amount of print jobs the queue has has nothing to do with the queue 
being paused.  It's a state that the print queue is in.  You need to 
look around the properties of the printer itself and find something that 
will tell the print queue to resume or unpause the queue.

It's a classic, but I think it will work in your case and in this 
case, I mean turn off the printer and then reboot the computer.  Check 
to see if there is still a print job and if so, kill it.  Then turn the 
printer back on and hopefully all the demons will have been cast out.

well, one of the first things I did was to reboot the computer  but I
didn't turn off the printer. turning the printer off did the trick! thanks.
