Maybe you need to restart Apache with administrator rights. In the command line you can see MapServer version like that: c:\ms4w\Apache\cgi-binmapserv.exe -v If the version is not correct, try to ask on the MS4W mailing-list. Both are not fully tested and might not work in all circumstances.
