If I'm understanding the question correctly, yes. In other words,
Option-dragging a plug-in to another track makes a copy of the plug-in along
with its settings. Of course, as mentioned, with VoiceOver, it's not yet
possible to do a modifier click or modifier drag so one needs to instantiate
the same plug-in manually and copy/paste the settings. That said, of course,
it's possible to select multiple tracks and Option-click on an insert to
instantiate the same plug-in on all selected tracks and then paste plug-in
settings into each of those.

  Chris,

This is one of those cases where a modifier click plus a drag is not
really possible with VoiceOver. Yes, normally, one would Option-click and drag
the plug-in to create an exact copy on another insert but VoiceOver can't do
that, at least not now.

What you'll have to do is instantiate the same plug-ins on the other
tracks. You can use Shift-Command-c to copy the plug-in settings from the
original track and then Shift-Command-v to paste those settings into the other
tracks. You can achieve all of this right from within the plug-in window so
it's not too bad.
