I don't think you are either. Earlier in the comments I already mentioned it was impossible to use managehome without also specifying a password:
Scoping - This is not going to solve the ability to managehome, because it requires a login and it is unavoidable to not have a password.

For Puppet, our acceptance suite now tests service scripts, and on debian, a passenger master. Manual smoke testing can therefore be limited to other package formats than deb and rpm. For the Puppet gem, we don't yet have automated acceptance testing, so some quick manual smoke testing should always be performed. Platform packages express their dependencies differently than gems, so it's possible to encounter a situation where the build pipeline produced packages out of sync with the gems. Lighter testing of Z releases is acceptable. Add a link to the Packages repository that you receive from the "Tag and create packages" subtask Ping folks on your team for help with different platforms. Ethan Brown thanks for that. Up until that point I was under the assumption that it did not matter what the security policy was set to. Now it's for sure that it only happens when the security policy for "Password must meet complexity requirements" is Enabled.
Let's be crystal clear that this has nothing to do with managehome. Manage home cannot be set without specifying a user with a password or an existing user that already has a password. Due to the confusion around this, I'm going to update the description.
Since this is a pretty normal scenario for most environments, it feels like we should address this.
Here's where we should concentrate:

I'm able to reproduce the error in the log above by having the package installed before running the test. I believe this is happening because there is no teardown step to remove it, so subsequent runs will explode. There is one other issue where we expect to see a downgrade error in stdout, but that needs to be updated to check stderr. Working on the fix now.
