Yes.


Does the behavior of module importation import everything recursively
from the manifests directory? I am seeing behavior where a class in a
module was working but it wasn't imported it seems.


Content from modules is autoloaded by name. If a class/define 
module::submodule::name is not available after loading 
module/manifests/init.pp, module/manifests/submodule/name.pp is 
tried automatically, making most imports unnecessary.
