I'm an idiot..

I had actually hard coded $servername into the source statement

source  = puppet://$servername/users/authkeys/$name.

Once I had swapped that out for the other interface name, everything
else started to work fine!

Why not just use puppet:/// ?  (three slashes)  Won't that give you what you 
want?

Yep, that was exactly what I was after thank you.  Not quite sure how
I had slipped into the other syntax in my configs.
