Yeah, django is a perennial issue in EPEL.  See

for example.

Mainly I think it's going to take somebody who has the time and energy to do
the work.

Wrong.
Django 1.8 is an Long-Term Support version (supported until April,
2018) while 1.6 support ended in April, 2015 (so one year without
security updates ...).

For EPEL, it would be smarter to stick to LTS releases, rather than
sticking to unmaintained releases.

Moreover, updates policies are guidelines to prevent mistakes not
absolute rules.

Python 3.4 for Fedora 24+

package for Fedora 24+ in similar manner soon.
