What about using "Target Version".
A bug fixed in master can be closed as long as it's "Target Version"
is master.
If someone thinks it should be also fixed in a stable branch, she could
change "Target Version" to the next stable release and re-open it.

(that's what I usually do)

+1. I think fixed in master should mean the ticket is closed.
Otherwise the bug tracker will become impossible to navigate and
filter by outstanding issues...

Can we have a tag or category or something for "possible backport" as
a better way of tracking these issues?
