On my system Help menu appears as the last one in the menu bar in both
svn trunk and threading branch (which has been forked off trunk about
9 moths ago).

I just dug thru my Time Machine backups and have an r15395 with the buggered 
Help menu order.  So that narrows it down.

It's just a general change, nothing Mac specific that I can see, other than 
some Mac blocks that are changed like all the rest.  But maybe it affects Macs

So, where does the Help menu appear on other systems?  Now and before r15382 
(if anyone can remember)

I don't have a mac in order to try that out - what has changed on mac
after that commit? It contained quite a lot of changes, so I have
missed something mac-specific.
