This is even much better solution - the 1.3 is far more mature and have the 
installer enabled out of the box.

Hi, there is no need to install any zip manually. First, check if there is the 
plugin installer available on the plugin list in menu Plugins -> Manage 
Plugins (the installer is a plugin too).

If not, it means you have no python support installed. Go back to the 
Osgeo4win installer, advandced mode and ensure you have the 'qgis-python' 
component installed (in the 'libraries' category). It should help.

after having installed qgis just activate all the plugins available in
the plugin manager, this will activate a new item "fetch python
plugins", this is the plugin installer.

try install also a more recent version of qgis trough the osgeo4w
installer, 1.3 is far much better that previous releases.

So the plugin installer does not show in the QGIS menu, Windows XP. 
There is no information on how to install the plugin installer. I can 
download the zip file from the qgis website, but there is no information 
on what to do with it. QGIS 1.02. I searched the forum with no results. 
Installed via online osgeo installer.

Just to support what the others are saying, the idea is that translators
continuously work as new strings go into trunk. When we have a string
freeze its meant only to give a brief period of time before the release
during which no strings change so that translators can finalise their
work without worrying that someone will go and change the ground under
their feet.

If there is a general feeling among translators we can relook at this
approach but bear in mind that doing  / organising a release is a trade
off between those who want rapid release cycles, those who want longer
release cycles to more stabilisation can take place, etc etc.

I leave it open to the translation team to suggest a better (but still
workable) approach if they are not happy with the current way of doing
things.
