Thanks for the explanation, Michael.
What I did wanted to do is load test data (possibly fictitious) so that we
can understand the plugin's functionalities and, if possible, use it for our
cartography area). Finally, regardless of the fiscal issues of each country,
in all cases, there are owners and properties (with different uses, single
housing, rent, etc), in the same way that the national state taxes people by
their level of wealth more or less that is the idea, some countries are a
little more fair, charging more to who else has, etc).

Hi all,

This plugin has been deveopped to work only in the french context. This is
why the documentation is in French. Our tax administration in France
provides cadastral data in 2 formats
* MAJIC : non-spatial data (positional text files which format can change
each year) about plot owners and descriptions (mainly to apply taxes, but
some can be interesting) This is a VERY private data, accessible only to
local authorities (or with formal contract between these authorities and
other companies
* EDIGEO : geographic data. This format is readable by ogr2ogr. This is a
set of text files with complex rules and relations (basically you have a
real topologic data separated into different files). Non private, but you
need to pay for it. It contains mainly borders for cities, plots, address
numbers, etc.

I think it would be cumbersome to use this really frenchy formats to manage
cadastral data in other situations. Basically, if our authorities would
have give us the data in simple, easy to use, modern formats such as
geopackage, csv, geojson, this plugin would not be necessary at all. You
can manage your data the normal way, playing with QGIS possibiities :
relations, forms, etc.

normally plugins should have a minimum of documentation. If this is

I have been able to create the empty tables, but, now I need to import local
data (or from France, but, I get the impression that I can not download
them). 
I have spatial and alphanumerical data of streets, blocks, plots, owners,
etc. of my city (I am seeing the possibility of adapting qgis, through a
plugin, for the cartographic edition). 
But, I do not understand exactly how to define a minimum set for the
structures of BATI, FANTOIR, LOTLOCAL, NBATI, PDL and PROP. 
Is info available somewhere?

Hi Nyall, 

There is a little bit of overlap of people involved, but it is mostly
different people. But they will build upon the experience made in the
qWat/QGEP projects. And I hope they can also contribute back to the core
project. 

One technique they will try to use is the new QGIS project generator
that Matthias is currently developing - a tool that can generate a QGIS
project based on a configuration with YAML files and a data model out of
a PostgreSQL database. Still early days for this development - but
hopefully it will be a success. The idea is to save parts of the tedious
work, such as setting up relations, constraints, etc. Stuff that is
already defined in the database / data model. Probably a topic to
discuss at the next dev meeting.

Would I be right in guessing that this is modeled after the QWAT/QGEP
projects? If so, it sounds great. Lots of fantastic stuff has flowed
into QGIS upstream as a result of QWAT/QGEP.

I am french and work with the cadastre and Qgis  .. The plugin is really a good 
plugin but you must know the data are in two categories : all the data with 
geometry are accessibles by all but you don't access to the data of owners and 
all others taxes informations ... Only locals gvt can access ( or the studies 
organisations working for ..) to these informations ..
And such studies need a good practice of the relations and request 1-n ...

I think import of Cadastre data is not trivial, but several solutions in
several countries already exist. Next to the below menti9oned
QGISCadastrePlugin in France, there is the norGIS ALKIS import in
Germany (see http://www.norbit.de/74/ or the PostNAS project). In
Switzerland there are official data models and Open Source
importer/exporter available either with ili2db
(https://github.com/claeis/ili2db) or through OGR. 

The original question, however, was about also editing/managing
cadastral data, which is more complex, and as I said, requires a
long-term investment and collaboration of several partners. It would,
however, certainly doable on top of QGIS and PostGIS.

QGIS is a GIS platform just like ArcGIS is.


In order to manage cadastral data you need a data model, a spatial 
database with relations, functions and triggers - and forms that can 
handle 1:1, 1:n and n:m relations. QGIS in conjunction with Postgis, 
offers all of that. On top of that you probably need some application 
logic that can handle survey data, calculations and net adjustments.



ArcGIS can't handle cadastral data without a proper data model and 
application logic. So you would have to buy ArcGIS, and on top of that 
you have to buy an application that can handle cadastral and survey 
data. It doesn't come out of the box without the need for customization 
and improvements.



QGIS doesn't offer such a complete solution, but it would be possible to 
build one. There are similar projects for handling water and waste-water 
utility documentation (see projects qWat and QGEP). It is a lot of work 
and takes time. These projects are typically under constant development.



If you are ready to invest time or finances and ideally team up with 
other organizations, then yes, QGIS could be used to handle cadastral 
data. In fact, a swiss company is starting to work on a solution for 
managing cadastral data in colombia, on top of QGIS and Postgis - but it 
is at the very beginning. If you want to join that effort, I can put you 
in touch.
