Alberto Ricci did SoundEffects as a shareware version
 and then he did the commercial
version SoundMaker [which I don't know if it is to be found anywhere except
that I have it], these programs do record AIFF well and also one can do a lot
of processing on the sounds.

Soundmagic FX  works with the
above two as plugins.

A Version of sound edit 16 would work well for you to make AIFF's, i did a
few audio production projects using that software and a quadra 840AV

There's a note in the FAQ's which gave pickle a little trouble to add at 
the time. ;)

I've used one of these to play mp3 on a 68k mac. MpegDec is a dead link so 
there's only one to try there.

several snd-sampler versions can also be found here

mpg123mac68k 1.1 is a mp3 decoder for macintosh.
It is a macintosh port of the mpg123-0.59r package.
mpg123mac68k 1.1 can decode mp3 files to aiff files and play them in realtime
(speed of computer permitting).

MpegDec 3.1.1 is a mp3 decoder for 68040 and PPC macs.

It is a macintosh port of the MpegDec package.
It uses 68k assembly optimizations for the 68k version.
MpegDec 3.1.1 can play mp3 files in realtime and 
decode mp3 files to aiff and wave files.
Not exactly mac friendly but one of them does play mp3 and converts them.

YMMV of course. ;) I'm a little off subject I'm afraid.

while you can't mp3 stuff on the 660AV, I used sndsampler and it worked
