Erm, wow, what an answer ;).

The PRAM holds all the settings for the computer that it needs to boot, 
such as what SCSI device it is to boot from by default and what screen 
size to use.

The PRAM in the LC475 is a fickle beast. It requires a good battery to 
even show a video signal at startup. Try this little dodge (at your own 
risk of course):

Turn on the LC475
Wait for the hard disk to spin up as normal
Once the hard disk is FULLY spun up and initialised turn the machine 
off and on in rapid succession.
If it boots it is definitely the PRAM.
If not, pull out the battery and try the above again
If that all fails unplug all power and the battery and leave it to 
stand for a while.

All of these people with boot problems, sounds like battery is a big 
issue here.

What exactly DOES the battery do anyway besides keep the clock running?  
How does it have the final say in whether or not your computer boots??

Check the battery again.

In the somewhat likely event that doesn't fix it, see if removing the battery
for several minutes helps matters at all.
