You found the answer. "littler" aka 'r' embeds R by loading the shared library --- the libR.so you were looking for. Unless you have R build with --enable-R-shlib, you will not be able to use r, or for that matter other users of embedded R. If so, the core utility Rscript is probably installed (it was added in 2.5.0 I believe) and provides the functionality of little r, including hash-bang lines. Check the bin folder in the R installation.
