There are two different tables, for different purposes.

See sections 5.2 and 5.3 in the Radiator 4.6 reference manual ("doc/ref.pdf").

Have you read the reference manual ("doc/ref.html")?
Have you searched the mailing list archive (www.open.com.au/archives/radiator)?

It says:
AcctColumnDefTIME_STAMP,Timestamp,formatted-date,to_date\
('%e %m %Y %H:%M:%S', 'DD MM  HH24:MI:SS')
This will result in a an insert statement something like this:
insert into ACCOUNTING(TIME_STAMP, ..) values
(to_date('16 02 1999 16:40:02', 'DD MM  HH24:MI:SS'), )


According to further down in the manual %e is actually the two digits of the 
year. %i is the day of the month.

%i The Timestamp day of the month (2 digits)
