Thank you Benz, that clarifies things. 
It’s an academic question as I don’t have a bike with a 73mm shell. 
I own plenty of parts to keep a few bikes on the road for the foreseeable 
future. 
I can’t really justify adding a new standard with plenty of good stuff on 
hand.

You shouldn't change the spindle length because the spindle length is 
primarily used to determine chainline.

What you should do is to look for a BB spindle length 122mm, but with a 
2.5mm offset*. Then you can use a lipless mounting ring to secure the 
shorter cartridge BB in the wider BB shell. Not all Shimano left side 
mounting rings have lips; some are lipless like the Phil Wood, so don't 
feel like you need to spend as much on a mounting ring as on the entire 
cartridge BB.

BTW, you may or may not run into clearance issues with the crank butting up 
against the BB shell (left) and/or Cartridge BB (right), and you may or may 
not run into the BB shell running out of threads on the left side.

I appreciate the compliment on the previous build. Good to hear your wheel
tire combination work.

On this build I'm going with a more around town lighter setup.

Since I posted this on the forum I believe I've decided I'd like to run a
tire from 47 mm up to~55mm. I may start out with a WTB horizon or byway.
For rims I am leaning towards the Velo Orange Voyager rims in 650B setup
tubeless. Unfortunately they're out of stock!!

Albatross bars. I really want to keep my cockpit clean so I'm considering
downtube shifters or stem shifters. My preference would be the downtube
shifters, just simpler and cleaner lines. I don't care about indexing so
friction is my preference. Drivetrain 9-speed with a white industries
double crank.

Small Nitto rack up front and small Nitto rear rack both of which I have.
I'm considering Paul Minimoto brakes and I have Paul brake levers. Vice
silver pedals to complete the build.

yep, I've been able to get barcons to shift 10 sprockets too. I've also
lost that little domed nut. Fell off on a dark, rainy commute home and I
couldn't find it. I replaced it with a nut from a toe clip which so far
hasn't fallen off.

Will a 127mm +5mm offset work with a 68mm cartridge bottom bracket with 
something like Phil Wood mounting rings?

I owned 2 or 3 pairs of the original issue Silvers, and fixed the slipping
with blue Loctite. The bigger problem with the Silvers, in my case, was
breaking the body when the bike fell over.

I prefer the old Suntour barcons and have built up a small stash. I can
shift 10 cogs with my right on on only a bit more than 90* of travel (8-sp
road rd, DA 7401, IIRC), and the shifting is perfectly accurate, and they
body doesn't break when the bike falls over.

I use blue Loctite on the Suntours too, but only for that easily lost,
cosmetic, chromed, domed locknut.

This just in, for fingers. I finally got my Veruskeleta order, containing
among other things a pair of lightly lined leather gloves, IIRC, ex-Stasi
or at least, ex-East German or ex-Soviet-bloc military: very nice, thick,
supple leather, very well stitched, with a single-layer, heavy-ish cloth
lining, and wrist straps. I wear a Medium, bought XL -- about 1/2" gap
between glove and fingertips over bare hands -- for that air gap, which
really does keep your fingertips warmer, and also so I can wear my DeFeet
knit gloves underneath. It all works very well, and the DeFeets + Stasi
gloves still leaves an air gap at fingers' ends, and the combination is as
warm as or warmer than silk glove liners and much more expensive PI lobster
mittens (the kind with 3 finger pouches, not 2). Jackboots on backorder.

But that's not what IRD says. The copy on the website refers to types of 
shifters, not type of bar or bike. As I said they reference that the fd is 
designed to index with Shimano STI brifters and possibly Campy Ergo, 
systems that are dependent on the derailleur working exactly right with 
those shifters. It doesn't matter with friction shifting.

Commuting in Michigan I have learned to use Grabber Toe warmers.  I place 
them on top of my wool socks on the top of my feet under my Chrome boots.  
They last for hours, so, after a shorter ride, place them in a zip lock 
bag, squeeze the air out and seal them up.  They will still be working the 
next couple of times you need them.  I stay comfy at temps below 0.
