I have a 52 cm first gen Bombadil. I am using Quasi-Motos on it now and I 
think they fit well and work well at the pressure I run (usually low to mid 
20s).
As I recall it, when I first mounted them I over inflated them to help with 
seating and the front touched something. Probably the front tab on my Nitto 
mini front rack.
Before I bought the frame at RBW I test rode one that I think had a 
Neo-Moto on the front and a Quasi-Moto on the rear. So I think RBW would 
approve that.
I don't think I would want to go bigger than the Quasi-Motos personally. In 
fact when they wear out I may try going down in size and try the BG 
Rock-n-Road.
Though it seems most folks are looking to fit in the biggest rubber they 
can. I think the Neo-Moto's are about as big as will fit.
The second gen style Bombadils have wider crowns and probably other changes 
that allow for larger tires.

Do the 650b Smart Sam's run true to the listed 2.1"/54mm size or do they run a 
little smaller like most Schwalbe tires? I measured the Quasi-Motos brand new 
at max pressure on 23mm Synergy rims.  They were about 51.5mm-slightly larger 
than the listed size of 2.0"/51mm and they will probably stretch a little over 
time.  They fit just about perfect, but I could probably go about 2mm larger.  
My Bombadil is a 52cm size and I believe one of the first batch built in 
October 2008 according to the serial number.

I've got a prototype Bombadil with parallel tt, and I'm running the WTB 
Beeline, which is nominally 2.2:

I'll measure it and see what the actual is but it fits fine. I'm running it 
tubeless. It handles trails really well, and surprised me with how decent 
it is on the road to the trails.

I have Clement LXV 29 x 2.1 tyres on my parallel 2TT Bomba, with wide rims 
(30 mm) and room for more tyre. I test-fit 60 mm Big Apples in there with 
no problem. This is a 64 cm frame, don't know if smaller frames have a bit 
less clearance at the chainstays?

You might want to take a look at the Smart Sam 2.1 650b. I have those tires 
for two of my bikes and they are awesome. Not slow on the road, killer grip 
off road.

I had a first gen Bombadil, and while waiting for my 2.0 Quasi-Moto tires 
to arrive, I borrowed my friends 2.3 Neo-Motos and shoehorned them in. They 
cleared the frame all 'round but with some questionably tight gaps. If you 
slapped the truth out of a rim, there would be rubbing to pay. However, I 
did feel the Quasi was a perfect tire for the frame. Acceptable clearance, 
and still plenty beefy. 

You can see both tires mounted in this photo set, and in particular 
Clarence shots of the 2.3 Neos.
