I've not yet used it: Chauncey just brought it by today and I was too busy
to ride, but I hope to take a wholly unnecessary trip the the store
tomorrow just to test it with Ortlieb Packer Pluses.

Smythe Big Box bag, and click on it, a picture comes up with a caption:

So, it's a Top Rack mounted on the front instead of the rear. This would be
useful for someone who wants a front rack, but doesn't have mid-fork bosses
and doesn't want to use P-clamps.

The caption says the bag is mounted on a Nitto R-14 with hardware
adaptations for front mounting.  Go to the last page of bags & racks to see
R-14 mounted on the rear.  With the struts being clamp-ons, this should be
an easy mod.  It'll provide a rear rack platform area in the front, so you
could use rear trunk packs like the Big Loafer or saddlebags that need
support, such as the one shown.
I've used the Nitto Mini Front for a while as support for a Hobo bag.  It's
handy having a big bag right in front.  Should be a winner.

An R-14 is what it says, which is shown as a rear rack here:

with additional hardware to carry the larger bag.

Looks like Riv may be accommodating folks who like carrying larger
loads up front - which for the life of me still makes no particular
sense. My newspaper delivery days were over long ago. :)
