I know that there is the recommendation that the tire width and fender
width should be about a 10mm difference.  If the Paselas run a little
small, it seems like Pasela 28s would fit nicely under the small
fender.  So would the Ruffy Tuffys.  I really want to use these
fenders!  They've been in my closet for more than a year!  I just hope
the ride is not too harsh (compared to my CdlVs and Pasela 32s on the
Quickbeam, which will be swapped for Jack Browns soon).

Too tightly, if you ask me.  According to SKS, that fender fits a 28mm  
tire.  That corresponds with what I saw when I was using them on a  
Rambouillet.

It seems your choice of brake will affect the the width of tire the
bike can accept. If you get tektro R538 brakes (or the big mouth at
Riv), the bike might be able to take up to 32mm. I run SKS P45s (the
box section of the P35s can be a limiting factor) and can run up to
pasela 32mm pretty tightly.

I have Honjo 35 mm smooth fenders on my 61 cm Romulus.

Ruffy Tuffys work great with these fenders.

The 30 mm 700c Grand Bois is a tight fit. Too tight from my perspective.

During the summer I had the fenders off and ran Jack Brown Greens. No  
way
those will work with the 35mm honjos and a shame as the Jack Browns
have become my favorite tire.

I'm running IRC 30 mm Tandems, that measure eggzakly 28 mm on my Weinmann
Concaves, under said 35-ers, and they look wunnerful.

Hell, man, I'm running Honjo 45 mm 559 fenders over Specialized Turbo 559X21
(akchuwal) tires on my commuter and *those* look fine.

I used Ruffy Tuffies with SKS plastic fenders, the narrower
square-sectioned ones.  They fit fine.  They're 35mm, according to the
SKS website, which also says they'll fit a 28mm tire.
