Might be the angle – I know that I'm more willing to accept tight tolerances than many, and my comment was intended to take others' desires for more generous clearance into account. You're nearly describing how my Redwood is set up right now - 650b conversion with room for Vee Rubber Speedsters (47mm actual), crossing fingers that Switchbacks will fit (chainstay width issue only) - there is definitely room for fenders. The early Salukis won't fit much more than the Fatty Rumpkin or Hetre. Pudge: that's an easy one. If your Saluki (like my 54) can take Hetres and fenders then for sure it can take a 48mm tire without fenders … all Salukis should, in theory, anyway. Well, I've got a pair of Switchback Hills mounted on my Saluki (admittedly, without fenders), and they fit fine. I even gave some thought to trying to jam some fenders in there, but concluded that discretion was the better part of valor, and all that… I can measure them tonight, but I think they're stretched to just about just about 49mm on 23mm rims.
