Might be the angle – I know that I'm more willing to accept tight tolerances 
than many, and my comment was intended to take others' desires for more 
generous clearance into account.  But it's true that I think tight clearances 
ought to be more acceptable in the absence of fenders, and their tendency to 
scoop up potential jammer-sticks, etc.

Hmm i seem to remember near the end of the Saluki run that they morphed 
into Hilsens or was it the other way around that the final Salukis got 
badged at Hilsens? 

Intersting that Tom's Saluki is an outlier, i think that makes it more 
desirable than a standard Saluki!

You're nearly describing how my Redwood is set up right now - 650b 
conversion with room for Vee Rubber Speedsters (47mm actual), crossing 
fingers that Switchbacks will fit (chainstay width issue only) - there is 
definitely room for fenders. Top tube doesn't slope like a Hillborne though 
and brakes are Tektro long reach calipers. The tubing is on the lighter 
side, road bike design, low BB (well, maybe too low with 77mm drop).

The early Salukis won't fit much more than the Fatty Rumpkin or Hetre. The 
later runs with the kickstand plates will take a larger tire but by that 
time the 60 and 62 sizes were discontinued.

Pudge: that's an easy one. If your Saluki (like my 54) can take Hetres and 
fenders then for sure it can take a 48mm tire without fenders … all Salukis 
should, in theory, anyway.

Well, I've got a pair of Switchback Hills mounted on my Saluki (admittedly, 
without fenders), and they fit fine.  I even gave some thought to trying to jam 
some fenders in there, but concluded that discretion was the better part of 
valor, and all that…

I can measure them tonight, but I think they're stretched to just about just 
about 49mm on 23mm rims.  The EL version.
