hard to believe someone built it:

wouldn't it have been easier  just to try to sneak across in some home made 
camo cloth outfit than that thing?  i would think it would just make for a 
bigger target for someone to  blow-up

Also important here is gearing.  Most of hte tanks are geared so
they'll actually move, and not just go.  A tank isn't a car, an M1
Abrams has a top speed of about 45 MPH, which isn't much in
comparison.  At 1:6 scale, that's about 7 MPH, which is faster than
most of the tanks go.

The Scorpion Mini has a brake function so that's not the problem.
It's obvious the friction wheel is slipping.  Have you tried more
spring tension?

Have you looked at Pete's cog -drive setup?

momentum issue, but maybe not.  That's one big turret you built and it
has plenty of mass.

If I was retro-fitting your tank I'd go with a bigger and faster
motor, a smaller diameter drive wheel, and try Pete's cog-drive
design.
