Any type of hose that works for your outer diameter and resists what you are 
scraping against it. Radiator, cooling, clear hose / tubing from Lowes/HD.

I'm currently looking at buying cheap wheels that have rubber tyres, removing 
and retrofitting the rubber tyres onto my own wheels that I am actually happy 
with the look of.

Just another option.

kids wear.  You might also try vulcanizing your own tires!

the wheels.  The wheels are 2.75" in diameter and 1.25" in width.  I would love 
to get an elastic band so the rubber would be seamless, but have had no luck 
finding such.  If any of you have ideas, let me know.

A friend of mine suggested the rubber from bungee cords.  I think that could be 
done with glue and then a little heat to seal the seam.
