I think its by specific state or locale.  I contacted the DNR here in
Wisconsin to do the same thing and they have rules (laws) which state
nothing shall be affixed to any fire tower unless it is a government
or municipal agency...neither of which we are as a collective, but
individually yes.  Regardless of our jobs and affiliations with PD,
FD, EMS, the equipment itself had to be owned by the Gov't or a
municipality.  The Ranger was an extremely nice guy, and made being
told NO very pleasant indeed.  So we look elsewhere...
It would be nice.

Alexander, I just put up a 2 meter repeater with a link radio on a 
California Department of Forestry lookout tower. It took me more 
than two years to find the right person to get permission from, but 
once I was introduced to the division commander it was smooth 
sailing from then on.  Besides free rent, the site includes free 
electricity.  I did have to supply my own cabinet, which is an old 
traffic signal box.  The tower is no longer used for a lookout, so I 
was able to mount directly to the handrail around the top of the 
tower with a 20 foot piece of galvanized pipe to get above the 
lookout shack, and mounted the link Yagi directly to the handrail.

I know of a couple of the VHF Engineering repeaters
that have been on the air for many years.  Not too
sure how they would be at a location where the
receiver was in a high RF enviroment as the ones I
know of were not too close to other sources of RF. 
The transmitter will drift if the temperature changes
alot.  The Midland probably would also in the same
enviroment.
They will hold up under lots of use.
We used Midlands for RTTY (repeaters and at the house)
and they seem to run forever.

You might look at APRN.

Automatic Picture Relay Network.  An offshoot of APRS.

The unit in the field transmits an image file accompanied by a APRS 
packet.  The APRN server software captures the picture and attaches 
the location data from the APRS packet.  This is stored on the 
server's hard drive and exported to a web page for viewing.
 

Did they ever come up with a mechanism to tie the picture to the appropriate
APRS packet?

[Repeater-Builder] Motorola MICOR Receiver VHF

Check the PA tuning.  The PA is feeding back on itself.  We had this 
same problem on our SC Forestry VHF Micor a few years ago.

The PA will drop power when this happens.

  The TLD1694E is the split 4 model (162-174 MHz) 

  You want to move it to the split 2 model (132-150.8 MHz)

Scott - I've rebuilt four or five of them over the years. You absolutely
need the Motorola MICOR Base Station/Repeater service manual, it gives the
parts values for the TLD1692 amp (and the 1693 and 1694 amps). It has
detailed parts lists, schematics, and pictorials of the circuit boards. It
really is a complete book on how to move a VHF MICOR to the ham band or
change ranges to any frequency from 136-174 MHz.

You need to change the indicated parts to be those that are used in the
TLD1692 amp. There are more than 50 caps, transformers, resistors, both
trimmer caps, etc. in the 150.8-174 MHz ranges that have to be removed and
be replaced with the 136-150 MHz range parts.  You almost strip the circuit
board completely bare and rebuild it with the new parts! 

I picked up one more set of parts while at Motorola in Schaumburg, IL one
time, so I could rebuild one more amp - it was about $150 worth of parts.
Some of the special transformers were around $25 each. But since then, I've
found several of the factory TLD1692 PA decks that are already in the
136-150 MHz range, so I never got around to rebuilding that last high-split
TLD1694 PA deck, and I sold it to someone who needed it for their business
on 162 MHz.

In June 1990 I installed a 2 meter repeater on a Pennsylvania (DER) Fire 
Tower.  It's co-located with a CAP 2 meter repeater.  It's been there 
ever since, no problems with the Department of Forestry or DER.  It's 
the second highest 2 meter repeater in PA.

Later that same year, August I believe, I installed yet another repeater 
on a different Fire Tower.  Later on, in 1997, the DER contacted me and 
said this particular tower and ground cabin was being sold to relieve 
the DER of liability.  A friend of mine and I purchased the "Hay's Mill 
Fire Tower" and Ground Cabin later that same year:



My experiences with the DOF and DER have been good, YMMV...

Although the Clegg and Midland 13-509 radio mod to 
repeater convertion works ok, the receiver is fairly 
marginal for most busy repeater applications.  You'd 
do much better to buy a receiver designed for actual 
repeater operation. 

I like the preformance and output functions of the 
Spectrum 220MHz (and 145/440 bands) Receiver, 
but they appear to be a "dys-functional business". 

If you could get a receiver from Spectrum without being 
taken for a "Mr Toads Wild Ride" (Disney Land theme 
park ride), I'd say their equipment is worth at least 
looking at. 

I bought and enjoy the operation of a new Maggiore 220 
receiver, which also works pretty well. They also come 
high on the list of good 220 MHz receivers.

I bet if you would write or call Paul Maggiore, AA3VI he could tell you. The 
early Maggiore repeater where all made from the Clegg FM-76 and the Midland 
13-509 mobile radio's. His phone number is (610)436-6051.

[Repeater-Builder] Mobile Repeater

Hello,

Many years ago I built crossband radio setup going from a simplex PPL 6060
to a EF Johnson 800 MHz trunk radio.  The simplex PPL 6060 was not good
enough so I built a full duplex mobile repeater out of another  EF Johnson
PPL 6060 on one of the old splinter channels.  I had a 16 function Touch
Tone decoder controlling a E F Johnson 800 MHz trunking radio in my truck
that also carried two batteries.  I had a Phelps Dodge, Cellwave whatever 4
cavity mobile duplexer feeding a antenna mounted under the truck which most
of the time gave me good enough coverage to go inside large building without
a lot of dead spots.  If I needed more coverage I just stuck a mag mount
antenna on top of the truck, along side the other 5 antennas .  I
could change systems or groups, go to the phone patch, turn the trunk radio
off or inhibit the transmitter so I could use the repeater locally without
bothering the office.  I still have the PPL 6060 that's now on a Ham
repeater frequency with the Touch Tone controller but the trunk system has
gone the way of NEXTEL unfortunately!

It was fun to build and use!  Who cares if it was legal or not, besides they
can't get me now, the statute of limitations is past now!

Actually we had licenses on all frequencies and the FCC did not care what
you did with the splinter channels at the time, or so the lawyer said!

It looks like your making a repeater and
you need a COR for the controller. You have picked a difficult radio to use for
that but you can pull an active COR signal off the led of the front of the
radio. It is tied directly to the COR circuit.

[Repeater-Builder] Any ideas? (a little off topic)

 on how to capture a radar image, I guess you would call 
it "slow scan" (that has no outputs) by placing a transmitting 
camera in front of the screen and sending live feed to a central 
point within a 25 mile range to be viewed.  This would be a 
mobile/moving radar (like in a car/van/SUV). I would need the 
transmitters, receivers, camera's, repeaters, routers or whatever 
would be required.  Once captured, I would want to not only view it 
but convert it to digital to save/record/store/route .maybe 
someone has some ideas?  

Here's what I know.  I'm working at trying to balance two 
variables...bandwidth of the network versus quality of video 
passed.  For the sake of argument, let's say I have 8 mobile systems 
with from one to three CRTs each.  Ideally, I need to pass: 1. the 
highest quality video (it is probably possible to capture this prior 
to the CRT in some way) I can, 2. a data channel with system info 
(time stamp, pointing angles, target range, firing command, some 
binary switch positions) and 3. a voice channel.  I think I have a 
handle on the requirements for the last two so I am balancing the 
quality of the video channels with the bandwidth of the transmission 
media to create a flexible robust mobile network.  I know it can be 
done.  I'm just ignorant of how to do it.

I know there are some bandwidth saving algorithms around...often 
times a fairly large part of a video image does not change from 
frame to frame.  But maybe this doesn't matter.  Maybe there is (or 
soon will be) enough bandwidth in a "cell phone-like" system that I 
don't need to worry about this.

Anyway, I'll link my 8 mobile systems to a remote node, then put 
data from the systems on the internet in a secure fashion and send 
it back to central location for processing.  The processing consists 
of taking the time stamped system data (radar pointing angles and 
range...a point in space) and comparing it to time stamped lat/long 
and altitude from "aircraft of interest" data received through a 
separate data channel.  The video data gets displayed so that local 
experts can analyze what's taking place in the engagement and at the 
same time it is also stored for future playback.  The voice channel 
allows monitoring of radar operator actions and some coordination 
among all the mobile systems, although they have an existing channel 
for this.  The voice channel will also provide a broadcast system 
from the remote location for test/training organization.

This is the stressing case.  A slightly different one is when the 
systems are not mobile and situated on fixed concrete pads within a 
few hundred meters of each other.  For that case, I just run fiber 
and I can get all the bandwidth I want.
