One interesting point is that ffmpeg-3.4 is the latest branch from the
ffmpeg-3.x ABI, so it will have more feature than 3.3x while having
the same binary compatibilities.
As such, I'm fine to have ffmpeg-3.4x if possible.

Now what would be reasons that could prevent ffmpeg-3.4x updates for EL7 ?
- Too much missing deps from RHEL upstream ? For that a scratch build
in koji should be enought to test.
- Some internal changes in ffmpeg that would make it difficult at
runtime. There it's more difficult to test because there is a need to
rebuild the ffmpeg dependencies or at least to do basic runtime tests
with dependencies rebuilt with ffmpeg-3.3 and ffmpeg updated to 3.4.
What makes this choice difficult is that we don't have a fedora branch
to pick as a base where we know that a particular package works as
appropriate with ffmpeg-3.4x (given f27 was with ffmpeg 3.4 and fc28
4.0).
So that's the main reason I consider keeping ffmpeg-3.3 as a relevant
choice, based on our maintainance history.

It may be possible to have the ffmpeg "last branch of the previous
ABI" updated in EL as a general rule, so we don't have an arbitrary
choice for the next time.

For thoses that would want the latest ffmpeg there, we should probably
go with epel-next, software collection or modules, docker (or even
ffmpeg-latest) etc...
But that's another topic.

I think the question for EPEL should be the opposite: why update it?
If there's no reason, we shouldn't update just because we can. Even
for Fedora updates, it's not recommended to make ABI-breaking updates
unless absolutely necessary. EPEL is about stability, not
latest-and-greatest.

As I said, we don't have to update libmfx in EPEL. Do you have a
specific requirement to do that (other than to be closer to Fedora)?

Cool , so you may update libmfx on epel 7 ? please 

if you recommend ffmpeg 3.4.5 , I also recommend it. Usually is the
version with less bugs on 3.x.x series.

That's not actually correct. FFmpeg 3.4.x doesn't require newer libmfx,
but of course we can update both at the same time. libmfx has an ABI
break between 1.21 and 1.23. As for FFmpeg, I would recommend updating
to 3.4.5, which was released 3 weeks ago.

ah anyway I confused 3.4 with 4.0, 3.4 [1] was briefly in F28 
if we can't build ffmpeg 3.4  in el7 the problem is solved , we go to
ffmpeg 3.3 :)

Before you take over I think we (RPMFusion) agree copy things from F27
,Fmmpeg , x264  etc 
FFmpeg 3.3 and x264 0.148 
El7 is one stable branch we need think in stable and wide tested
releases .
