There isn't currently a released tool for this.
We've been working on something and testing it out with a few clients
and expect that it will ship with 4.2.

If you need this prior to the public release, I can point you at the
right people to figure it out.

We have a similar situation where we want to import our open tickets from
the current 3.8.2 sytem to the new 4.0.8 installation. Is there a script
that can help do that?

Unfortunately, we can't commit to release dates.  We're currently hard
at work on a lot of feature branches that will be part of 4.2.  We'll
be making 4.1 development releases, so it may be worth monitoring
rt-devel for those releases.

We have a handful of RT installations on campus, and we'd like to
merge them together, and we'd like to retain ticket history.  That
means that we need a way to import tickets from one system to another,
keeping in mind that there may be duplicate ticket numbers involved.

unavoidable.
