What he is refering to is he was able to do a search and then be able to
download formatted copies of existing tickets to update by clicking the
Editable text link in the top right of a search results page.

The Editable text link is no longer there.

It's available below the Tools menu.  If he doesn't see that menu, he
likely needs ShowConfigTab (although that right should have been
required on 3.8 also).
