Job Description:

Business Analyst 2 (BA2) - 4 to 6 years relevant experience

- Assist in developing and documenting requirements for a new
Pennsylvania Uniform Crime Reporting System.

- Assist in developing the solicitation document (ITQ) from which
vendors will submit proposals and bids.

- Aid PSP in identifying their requirements and ensure that the Federal
government’s requirements are included.

- Work closely with PSP and interact with law enforcement agencies that
are currently submitting data and others that are targeted to become data
submitters.  The individual will ask agencies and vendors to help identify
improvements to both the front-end web-based interface and the back-end
query functionality of the system.

- Identify end-user and business-process improvements and formulate the
action steps/objectives to achieve the identified improvements.



The Business Analyst is responsible for the set of tasks and techniques
used to work as a liaison among stakeholders in order to understand the
structure, policies, and operations of an organization, and to recommend
solutions that enable the organization to achieve its goals.



Role Description:

• Experience conducting Facilitated Workshops for requirements analysis.

• Experience creating workflows using formal notation such as the Business
Process Modeling Notation (BPMN).

• Knowledge of formal requirements gathering methodologies.

• Experience developing Business Requirements - project initiation
document, what the needed achievements will be, and the quality measures.

• Experience developing Functional requirements - describe what the system,
process, or product/service must do in order to fulfill the business
requirements.

• Experience developing User (stakeholder) requirements - are a very
important part of the deliverables, the needs of the stakeholders will have
to be correctly interpreted. This deliverable can also reflect how the
product will be designed, developed, and define how test cases must be
formulated.

• Experience developing Quality-of-service (non-functional) requirements -
requirements that do not perform a specific function for the business
requirement but are needed to support the functionality.  For example:
performance, scalability, quality of service (QoS), security and usability.

• Experience developing Report Specifications - define the purpose of a
report, its justification, attributes and columns, owners and runtime
parameters.

• Experience developing Requirements Traceability Matrix - a cross matrix
for recording the requirements through each stage of the requirements
gathering process.

• Strong organization and writing skills.

• Experienced developing graphic representations of complex business

The Business Analyst (BA) serves as a business process and IT system
functionality expert for a highly complex IT system and a liaison between
business users and the IT staff performing system coding.  The Business
Analyst is responsible for planning, managing and leading the overall
significant enhancement or development of a major IT system to deliver an
important Commonwealth service, as well as, evaluating the effectiveness of
a project or a contract to ensure goals, objectives, or terms are met and
conducting research on business software solutions.  Additionally, the BA
is responsible for the set of tasks and techniques used to work as a
liaison among stakeholders in order to understand the structure, policies,
and operations of an organization, and to recommend solutions that enable
the organization to achieve its goals.



Project Description: This business analyst position will be working on
three separate and distinct Unemployment Compensation (UC) projects. Each
project is described below:



Shared Work Project– Pennsylvania's Shared-Work Program allows an employer
to temporarily reduce the work hours of a group of employees as an
alternative to a lay-off. Employees covered by the plan receive a
percentage of their UC Weekly Benefit Amount, or WBA, while they work the
reduced schedule, if they are otherwise eligible for UC.

This project will look to implement the following three aspects of
Pennsylvania’s Shared Work Program:

1.Online filing, by employers, of their plans online to
participate in the Shared Work program

2.Online filing initial claims by claimants

3.Online filing of continued claims by claimants



Department of Health Cross Match Project – The purpose of project is to
further automate the mostly manual PA Department of Health Crossmatch which
performs a monthly comparison of the Unemployment Compensation check
writing system’s files against a decedent file provided by DOH.  Project
implementation will allow the Department’s legacy mainframe benefits system
to place a stop on the claims record automatically when a match occurs,
preventing further improper payments whenever an individual files for
benefits on the decedent’s claim.  Reports will be generated that will
differentiate the overpayments into separate categories and identify weeks
that are pending or were paid after the claimant’s death, providing more
detailed data for management.



Quarterly Wage Cross Match Project – In 1975, US Department of Labor
implemented the quarterly wage cross-match which mandated states to conduct
random audits of wages compared to weeks of benefits paid to determine
improper payments.  The PA Department of Labor and Industry’s quarterly
wage cross-match process has been in production for 10+ years with little
to no updates or upgrades.  Documentation for the formula and process in
the legacy system is nonexistent with all knowledge based resources long
since retired.



This purpose of this project is to increase Pennsylvania’s detection and
recoupment of improper unemployment compensation payments through the
improvement of the quarterly wage cross-match process.  Documentation of
the “as-is” process, analysis of existing components, and the utilization
of existing technology to improve the current process is essential.
