The Tennant's leaving bit is close to a year old now, and he doesn't even deny the possibility anymore. DW can survive without him. As for Torchwood without Barrowman, I doubt it would fly. I gave this more consideration and factored in the fact that the BBC is a public entity, financed by a television licensing fee. As such, it is probably subject to the same political pressures as our own PBS. Just like in the good ol' USA, I am sure British politicos gain traction by bashing the BBC for not being family oriented. The programming of the private television networks, including the one owned by arch conservative Rupert Murdock, air much racier programming than the BBC does.
